| The telecommunication construction market is getting more and more competitive as the telecommunication industry in China develops day by day.The rising cost of raw material and energy shortage require an advanced system of efficient cost control and budget management,which to be introduced into the telecommunication construction project management.This paper gives a typical case in telecommunication construction business and highlights the key nodes in cost control and management during the project.These nodes constitute a cost control management system of the project.By case analysis,this paper first raises a model based on the concept of project value,which respectively associates the demand of investment value from the investor and the demand of related consumption value in the project from the consumers,the project value and the strategy,the project cost and the value.The cost configuration and control procedure is given based on this model.Separating these key nodes from the system as a point of the problem helps to understand the problem and get targeted solutions.As each key nodes of the cost control program is solved,the central task of the cost management system is completed.The main conclusions of this paper are as following:(1)Telecommunication construction company needs to optimize the construction scheme to control and to reduce cost.In order to avoid rework,the construction technique and procedure need to be well mastered by the builders.Project needs to be carried on strictly following the construction plan.Time limit of the project should be set according to project progress and the deployment of resources should be optimized based on the requirement of work procedure.(2)In cost control of construction process,this paper puts forward a new cost control mode,namely the “target management + management innovation + risk control” mode as the mode of project cost control.Cost innovation management is used to further reduce the budget cost.(3)Good cost estimation is the basis of a practical cost management resolution.To measure,analyze and predict the cost target and cost level will provide scientific basis for the selection of optimal plan for comprehensive management and cost reduction.The research on cost control and budget management during projects in this paper is the requirement from the intense competition in telecommunication industry as well as the demand of fine management in telecommunication construction project in practice,which is of great significance. |
