Luochuan County in northern Shaanxi is apple's birthplace, At present, the luochuan apple has become a representative symbol of apple in shaanxi province and even the whole country.With these three basic factors --- rural land, capital and labor continue to be configured by the market mechanism, and the development of the internet. Luochuan County has become typical microcosm of rural economic and social development.In this paper, by analyzing the natural ecological conditions and socio-economic needs which are suitable for the development of apple industry, reviewed the history of Luochuan apple cultivation, a comprehensive assessment of Luochuan apple industry development to rural economic and social development and ecological environment of economic and social benefits, compared to analysis of the negative factors and the bottlenecks which Luochuan apple industry is facing, proposed the Luochuan apple must change from the agricultural management mode, improve the quality of practitioners, improve the scientific and technological content, improve the agricultural social service system, promote the electronic modern logistics, and enhance the ability to resist risks and other aspects of the industry in a bid to make government play a good positive role in function transformation and market-driven mechanism, gradually make these a "double effective" driven mechanism. Government will raise luochuan apple on a path to a more high-end commercialization, industrialization and intensification.
