With the continuous development of era, human resource becomes more and more important, has become the core measure of enterprise competitiveness of high and low. Modern enterprise system is established, the human resources play an important role in the development of the enterprise, which can effectively promote the healthy and stable progress of enterprise. Enterprises in order to in a dominant position in the competition in the society, we must realize that talent is the most important resources, however, an enterprise is not enough to only the simple combination of human resources, human resources must be reasonable and effective configuration, can well develop its ability, bring a higher efficiency, for enterprise to bring higher returns. How to achieve the optimal allocation of human resources has become the focus of many entrepreneurs and scholars.Based on Neimenggu Xinguang Coal Group human resources configuration as the research object, using questionnaire survey method, the method of combining theory and practice of analysis to study the stars of Inner Mongolia coal group, the problems existing in the human resources allocation, optimizes the allocation of human resources solution measures are put forward.
