Electric power plays an important role in the development of society and economy.County-level power supply company as the main body of power system operation,shoulder the important task of ensuring the safe operation of power grid system,and undertake the important mission of maintaining the social electricity order.Under the new situation of reform and social economic development,the human resource management of county-level power supply company with important links should also be reformed to meet the needs of reform and development.X power Supply Company has the typical characteristics of most county-level power supply companies,with its human resources optimization allocation of research objects,the conclusion can not only guide the company's human resources system upgrade,but also for county-level power supply companies to provide a reference program.Based on the framework of human resource optimization allocation and the theory of personal competency allocation theory,this paper analyzes the current situation of human resources in X-Power supply company,and finds that the company has problems such as insufficient capacity,serious aging of staff,unreasonable structure of personnel quality,no matching of people's post,and lack of reasonable way of personnel flow.The cause of the problem is both external and internal,both historical and realistic,both objective and subjective.These reasons include insufficient understanding of human resources management and optimization,lack of long-term human resources planning,lack of market-oriented resource allocation operation mechanism,inadequate post evaluation,insufficient training and development,lack of scientific and normative performance evaluation mechanism and so on.In the face of these problems,based on the practical experience of advanced benchmarking enterprises and the latest theoretical research at home and abroad,combined with the actual situation of X-power supply company,this paper puts forward the corresponding optimal allocation of human resources: first,to improve the specialization of human resource management,and to build internal human resource market supply and demand platform;Thirdly,we should strengthen the forecast of human resource supply and demand;Five is to improve the job analysis,six is to optimize the performance evaluation system,seven is to strengthen career development channel construction.It is expected that these policy measures will provide theoretical basis and direction for the long-term human resource planning and development of X-Power company.
