| Since the start of reform and opening up policy,especially the middle of 1980 s,China has walked out of a road for poverty al eviation with Chinese characteristics.Under the leadership of the Party Central Committee and the State Council,we have implemented the Seven years National poverty alleviation program(1994-2000),Chinese rural poverty alleviation and development program(2001-2010),Chinese rural poverty alleviation and development program(2011-2020).With the deepening of poverty al eviation and development,a substantial reduction in rural poverty,infrastructure and public services continue to improving in areas with poverty.But the problem of poverty can not be solved completely,it needs a continuous process.We must clearly recognize that the task of eliminating poverty in our country is still arduous.Influenced by historical,natural and economical reasons,there are still many areas,especially in areas of ethnic minority farme rs and herdsmen gathered,has not been completely resolved the problem of poverty.At present,poverty al eviation and development is still a short board in the process of economica l developing,poverty scale is still large,poverty al eviation and development is more and more difficult.Poverty al eviation and development related to the building of a well-off society in an al-round way,is a matter of national unity,is a matter of economical stabilit y and rapid development.Hinggan League as a focus of Inner Mongolia Typical Countries poverty al evia t io n and development work,the Mongolian population proportion in the whole 12 Union City ranked second.In recent years,although remarkable achievements have made in Hingga n League of poverty al eviation and development,the living standards of the minority peasants and herdsmen have greatly improved,but the Hinggan League's natural disasters,serious environmental damage,poor infrastructure,low cultural quality of farmers and herdsmen,life is tough,chronic poverty situation has not been fundamentally change,poverty al eviation and task is still arduous.The period of 13 th Five-Year is the completion of a comprehensive decisive stage of building a well-off society in an all-round way,and "a welloff society in an all-round way is the wel-being of the Chinese people as a whole,there can be no one is left behind."
