From the 1990s to the present, academic moral problems have been one of the hot topics in Chinese academic community. Many scholars constantly attacked the academic misconduct, at the same time they also put forward some views to prevent and deal with the academic misconduct. Relatively speaking, the United States has formed a relatively perfect system and effective approaches to govern academic misconduct conducts after many years of discussion and improvement such as the establishment of Office of Research Integrity and Academic Integrity Education in universities. But any development is a process from quantitative change to qualitative changes. It is the same for the development process of governing the problems of academic misconduct in United States. The achievement the United Stated has now is not easily gotten in one day but the results by decades of theoretical research and practice. So what kind of historical evolution does the United Stated experience to get the achievement? What's its current state? We can draw lesson from the successful experience of processing misconduct and constructing academic ethics environment in the United Stated. So in this article, we not only introduce the US's history of academic ethics construction in recent decades and its achievement, but also analyze a misconduct case handled by the US government in March 2010, which is called the Scott J. Brodie case. Content of the case is full and accurate, and the characteristic of the case is distinct. From this case we can see the US government has a complete system for dealing with academic misconduct issues and each step in the process is very serious and careful. The US government attaches a great importance to credit problems and universities have advantaged conditions in handling academic misconduct issues. But while we see achievements of the US in academic integrity construction, we also can see their shortages such as long time inquiry and investigation and complicated procedures. There is still a lot of room for universities to participate in preventing and handling academic misconduct problems. And we also face with how to deal with the new technology which brings us challenge.Along with the unceasing development of science and technology and its continuous deepening socialization degree, subsequently the function of universities also changed. Nowadays universities gradually turned to be vital components of country's economic and social development, not only the ivory towers of education. They have come to the center of the stage from the fringes of society. It becomes a great event that whether the universities could cultivate high quality talents. Such the event concerns the rise and fall of a nation, a country. And a well academic environment is the important condition to ensure the qualities of talents and to promote development of science and technology. The development history and experience and lessons of the United States provide domestic universities a good reference and enlightenment in academic ethics construction. the key is the lessons and experiences of academic ethics construction for the provide. Take the essence and discard the dregs. Hope this article could offer experience and enlightenment to solve domestic academic misconduct problems, and provide important theoretical basis and model reference to universities for giving full play to the function in construction, organization and management aspects of academic morality construction.
