| Based on much literature review.a new evaluation and testing index system of plus and minus hook between urban and rural construction land has been structured from cultivated land quality grade and analytic hierarchy process, and applied in plus and minus hook project district in Xupu County as an example. This system based on cultivated land quality benefit evaluation and testing system which composed of four first index (site conditions, physicochemical characters, profile characters and soil management), ten second index (obstacles-layer depth, terrain slope, rock outcrop, soil texture, organic content, PH of soil, profile construct, operative layer depth, drainage condition) and project comprehensive benefit evaluation system which composed of three first index(social benefit, ecological benefit and economic benefit) and twelve second index(added value of land productivity, added value of farmland areas per person, added value of farmer pure income, degree of production improving, support degree of farmer, added value of irrigation guarantee rate, degree of farmland environment improving, control rate of low production farmland, control rate of soil erosion, benefits of new added land, benefits of increase yield and benefits of forest network. Then, research and test the benefit of the method of plus and minus hook between urban and rural construction land, in a case study of the Xupu county. Thus, the results of the benefit of the plus and minus hook between urban and rural construction land is "medium". To reveal the phenomenon that low operational efficiency of plus and minus hook between urban and rural construction land project in China. According to the status, the paper put out some suggestions about the practice of the benefit of the method of plus and minus hook between urban and rural construction land. The suggestions are depending on test results, taking different measures between rewards and punishments. |
