China is in the stage of accelerating urbanization which is bound to occupy a certain amount of farmland, but Chinese national conditions do not allow occupying too much cultivated land, especially the basic farmland. During this particular period, the Central Government proposed a policy named Hook of the increase of urban construction land and rural residential land in 2004. At present, the policy is still in the pilot phase; the study on every part of policy is conducive to perfect it and promote healthy and coordinated development of our towns and villages.Firstly, this paper apply method of literature search to study the driving forces and controlling measures on the expansion of urban construction land domestic and abroad, as well as Chinese scholars' study on Hook Policy. Secondly, the paper makes a comprehensive analysis of the basic conditions for the Hook from the natural geographical, socio-economic and land utilization conditions by browsing the Land Use Planning and Leshan Statistical Yearbook, applies the per capita indicator method and gray GM (1,1) model to predict the demand of urban construction land in Leshan City and the demand of urban construction land in the Hook, and then uses the per capita indicator method to measure the consolidation potential of the rural residential at present and in the planning year even the consolidation potential of rural residential in the Hook, as well as a supply coefficient to describe the potential of the Hook. Following is the application of the average annual growth method, the population proportion method, investment forecasting method and comprehensive weight method to plan layout. Lastly, there are several suggestions for actualizing Hook Policy based on the real conditions of the research regions.The study on the expansion on urban construction land home and abroad and Hook Policy illustrates that Western countries have formed a complete system on the research of urban land expansion, and have brought out systematic and comprehensive perspectives on the motivation and control measures for land expansion. But our research in this field just start currently and our main aim is to protect arable land. As for the research on the Hook Policy. Chinese scholars'work is still in the exploratory stage; therefore, the explorations on the method and technology of each stage of the policy are far-reaching.The research on the basic conditions of the study region shows that the local economy, the overall living standard and the cultural quality are good enough for the Hook Policy.The study of the new demand of urban construction land and the needs of urban construction land in Hook Policy shows that:①The new demand of urban construction land are respectively 9253.62 hectares from 2006 to 2010 and 16912.86 hectares from 2006 to 2020. The driving forces of the new demand in Leshan City is the rapid economic growth and accelerating urbanization. According to forecasts, among the 11 districts in Leshan City. Emeishan City. Shizhong District and Shawan District have relatively larger space for the economic development:their demand of urban construction land is also the highest-ranked.②The demand of urban construction land related to the Hook Policy are respectively 8810.60 hectares in 2010 and 14940.12 hectares in 2020. The arable land area which can be consolidated from the rural residential land arable land area in the land consolidation planning framework is the consolidation potential of rural residential land. The new demand of urban construction land minus the required increase of urban construction land in Land Use Planning is the demand of urban construction land in Hook Policy.The study of the consolidation potential of rural land and the potential of Hook Policy shows that:①The consolidation potential of rural residential land is 2726.51 hectares potential at present, the consolidation potential is 7281.72 hectares by the end 2010 and 12048.52 hectares by the end of 2020. It shows that the consolidation potential of rural construction land in Leshan City is great, and the amount of stock land which can be activated is abundant. The reason is that the previous rural construction land layouts are lack of scientific planning and strict management, meanwhile, the development is in a more casual approach. Consequently, we should start to make rational planning and strict management along with the implementation of new countryside construction and the Hook Policy, and achieve the intensive use of rural land and the sustainable use of land.②The consolidation potential of rural residential land in the Hook Policy are respectively 4683.48 hectares in 2010 and 7450.39 hectares in 2020. The arable land area which can be consolidated from the rural residential land minus the required arable land area in the Land Consolidation Planning is the consolidation potential of rural residential land.The potential coefficients in Hook Policy are respectively 0.53 in 2010 and 0.50 in 2020, that is to say the potential of supply in Hook Policy is quite large in Leshan City.The layout of the land in Hook Policy shows that the main potential regions are Shizhong District, Wutongqiao District, Shawan District, Emeishan City. Qianwei County. Jiajiang County. Muchuan County and Jingyan County.
