Credit cooperatives include various works. Similarly, staffs in credit cooperatives must face with the complex work with a wide range of content, target and part of them require creative mind. How to evaluate the efficiency of the employees at work, and motivate staff performance, has become the main problem of credit cooperatives' future development. We need to develop a balanced performance management system. According to the current lack of credit cooperatives in the performance evaluation of strategic objectives, which without practical assessment index and the assessment method of the single sided, and short sight and so on. In this paper, we combined the experience of using the balanced scorecard performance management in developed countries and the relevant theories and explore the most suitable method to Changsha credit cooperatives' performance evaluation and management system, This help it change the present backward state.Firstly, this paper credit analyzes the current performance evaluation index system in Changsha cooperatives. Secondly, it discusses the feasibility of the introduction of the balanced scorecard. And the third part combined the long-term development strategy of Changsha credit cooperatives, with the basic framework of balanced scorecard. And the last one has choose the scientific method, which was used to formulates the reasonable index and determine the proportion. In the at the end of the research content summary and outlook is provided.
