Rural credit cooperatives current management level position and future projections are management level in many non-financial indicators as the basis. This requires credit management in the business process management should pay attention to innovation and technological innovation, while also taking into account the analysis of employee performance and customer care needs change, so can the financial firms in the market competitiveness can be improved. Balanced Scorecard based on financial, customer, internal business processes, learning and development four angles to the core vision and strategy for implementing integrated enterprise performance measurement and evaluation, breaking the traditional performance evaluation system in pursuit of a single financial objectives limitations, to solve the traditional financial reporting exist many problems that can be driven by elements of future results accurately communicated to the company ’s management, meanwhile, also through to customers, internal processes, employees and other investments make the new shareholder value can be achieved. This study is the first in Ninghai County Rural Credit Cooperative Union introduced the Balanced Scorecard employee performance appraisal system, first of all, for a full exposition of performance appraisal, introduced the Balanced Scorecard and other related concepts, and then, at the conclusion of the domestic and foreign similar to this study’s main research progress.
