Determined the quality grade of cultivated land in Lingling County of YongZhou City of Hunan Province in 2013 throughing spatial overlaying analysis at the basement of outcome of supplement and complement of cultivated land in 2010 and survey of land-use changes in 2013. We analysed spatial distribution characteristic in 2013 and temporal variation of cultivated land grade in between 2010 and 2013. Defined variable which influence variation of cultivated land grade throughing line regression analysis. Finally,we put forward the correlation proposal and the countermeasure.The main research conclusions and results in this study are as follows:1.Cultivated land grade of Lingling County is located between 9 and 13 grade, grade 11 has the biggest area while grade 13 has the smallest area. The quality grade of the cultivated land of Lingling County is in a higher level in Yongzhou City but in a low level in Hunan Province. Jielvqiao Town has highest cultivated land grade on the meanwhile Shiyantou Town has lowest cultivated land grade.2.Cultivated land quality improved a lot between 2010 and 2013.Great changes has taken place of area and quality of cultivated land in between grade 10 and 12.but no new grade appears. In towns such as Huangtianpu Town which have carried project, area and grade of cultivated land improved dramatically.3.Cultivated land grade influenced by natural factors and artificial factors.and artificial factors greater direct influence on the cultivated land quality in short-term.Among the artificial factors,engineering measures intensity, impact of center town, ratio of cultivated land area, road network density and proportion of cultivated in the structure of land use has markedly influence on the cultivated land quality and urbanization rate.4.Corresponding measure was put forward to dealing with issues of protecting and improving cultivated land quality and applying the outcome of cultivated land grade assessment on capital farmland protection, land use planning, land exploitation and consolidation, cultivated land requisition-compensation balance.
