Research Of Problems And Countermeasures About Rural Land Circulation In Xiangxi Region

The rural land problem has always been a major issue of national economy and people’s livehood.In recent years, with the development of economy and urban construction precess, in order to adapt to the new era of ruural construction requirements, the country began to explore the rural land circulation. Promote the rural land circulation is the inevitable choice to realize the agricultural scale management, reduce production cost,improve agricultural management benefit and promote farmers’income. As less developed areas in Xiangxi land circulation conditioned by economic and technocal, which makes we must consider how to comprehensive land use maximum to reduce the waste of resources.To ensure a more efficient use of rural land, the key is to change the transfer of rural land. This paper attempts through the analysis of formative factors, mechanism, current situation and questions of Xiangxi rural land circulation, thereby, to find a new direction of rural land reform in underdevelopment area. Firstly, the article expounds the theory of our country rural land circulation problems. Secondly, discusses the necessity of developing rural land cieculation in our country. Thirdly, analyse current situation of rural land circulation problems, combined with Xiangxi area data and information,point out the shortage of rural land circulation in Xiangxi region. Lastly, it’s particularly important to explore countermeasure and suggestion to perfecting rural land circulation problems in Xiangxi area, such as strengthening the supporting force for land consolidation, deepen rural land property rights reform, reduce cost of rural land circulation and perfecting rural land circulation legal system.
