Hunan Province In The New Period The Rural Land Circulation Problem Research

In this paper, first of all, the concepts related to the transfer of rural land was defined, then, by the guidance of the economic theory of new western system and the economic theory of socialist market, the formation mechanism of the transfer of rural land was analyzed. The intrinsic are large-scale operation of the land, the structure adjustment of agricultural and industry, the transfer of rural labor and the change of features of agricultural land; the external are the support of the national law, clear property rights of rural land gradually, the policy of land transfer, development of technology of agricultural production and many other market factors. Secondly, the in-depth surveys of the status of rural land circulation in Hunan province were carried out, which including115questionnaires and case study for land transfer of three more successful villages, it is concluded that there are some common problems in the transfer of rural land in Hunan province, such as small-scale, low value, narrow purposes, non-standard operation, little effect of the policy. The reasons are mainly because the hilly terrain, the decentralization of operating rights, the farmers and, the unsound policy regulations. Finally, the recommendations proposed by this paper were to promote the effect of transformation of the agricultural land and operation in large-scale, to change concepts, to increase the employment for farmers, to stabilize the product value of land and to strengthen the guidance and service of land transfer directed by the government.
