Research On Surplus Labor Force's Second Transform In Hunan Rural Area

Issues concerning agriculture, countryside and farmers are serious problems in the development of urban and rural areas of our country. Key to tackle these issues is to speed up transfer of agricultural surplus labor force to non-agricultural sectors or urban areas. At present, in the new development phase of facilitating upgrading of industries, industrialization and urbanization in an all-round way, we should come up with new ideas of transferring rural labor force to advance secondary transfer, thus make new historic contributions to the overall planning of economical and social development in urban and rural areas so as to build an all-dimensional moderately prosperous society.Starting from analysis of basic situation and major problems in current rural labor force transfer in our province, this paper points out the fact that current rural labor force transfer is a simple transfer of employment space, thus it is primary transfer that labor force leave rural area but not land, enter into factories but not cities. It goes on to put forward three concepts in rural labor force transfer, namely primary transfer, secondary transfer and hierarchical transfer, and to analyzes relationship between the three. At the same time, it states practical significance of secondary transfer, its internal motivation and main ways to realize secondary transfer as well. Secondary transfer of rural labor force is also called retransfer, a process in which by way of human resource capital investment to promote working skill and entrepreneurial ability, rural labor force is transferred to superior industries (capital-intensive industries, technology-intensive industries , sun-rising industries and tertiary industry ) to become urban industrial workers or become self-employed accompanied by flow of career, transformation of identity and change of dwelling under market mechanism adjustment and policy guidance. Guiding rural labor force undergone primary transfer to sun-rising industries and tertiary industry to realize secondary transfer will expand employment space, increase employment capacity , thus make room for new employment space for rural surplus labor force, leading to the formation of a sound hierarchical cycle of "output-learning-accumulation-transfer-output". In order to meet needs of secondary transfer of rural labor force, this paper end with the author's opinions in response to what concrete policies and measures should be adopted at present, which include the establishment of an overall social security system taking into account of rural and urban areas, reform of current rural education system, guiding orderly back flow of rural labor force who have experienced primary transfer and so on.
