In "Thirteen Five" period, China's development environment faced with the conditions of future missions, and their requirements have already occurred new changes. In this context, how to understand, adapt and lead the "new normal" to keep our economy healthy and sustainable develop becomes an important issue which needs new ideas and thinking. "New" is undoubtedly a key factor in our response to the current changing environment and survival and development. Since the Fifth Plenary Session of the 18th party in 2015, the government proposed that we need to adhere to innovation and development, to put innovation at the heart of the future comprehensive development, to promote innovation, for instance theoretical, institutional, technological, cultural. The innovation this time runs through all the work of the Party and the country, making innovation can become a common practice in individuals, businesses and even the whole society. Thus, innovation in our country has a very important strategic position, which is the country shake off the "world factory" label this core strategy and innovation is the source for our organization to deal with the trend of development. At the same time, the academic community, Amabile (1996) had proposed organizations to develop fundamental organizational innovation; organizational innovation is based staff (individual) level innovation. In essence, the hot issues of academic and practical aspects should be concerned about is how we can better promote innovative behavior of employees (individual) level.Leader links enterprise and employee, and his behavior characteristics have a significant impact on the work attitude and behavior of followers. Naturally, the leader is the fundamental guiding force of innovation, then what is the need to address is how the leadership behavior can be more effective to motivate staff to innovate. By comparing the scholars study of the characteristic of a variety of leadership, transformational leadership style has strong forecast function to its effectiveness and become one of the main contemporary leadership theory. By reviewing related literature, we found that the relationship and mechanism aspect between the transformational leadership and individual innovation behavior has yet to be perfected. This article mainly explored the influence of transformational leadership and leadership behaviors of fractal dimension (including virtue, charismatic leadership, vision, motivation and personalized care) on employee innovative behavior. Based on the research on two variables, the introduction of this mediating variables of psychological safety (individual level), more in-depth study the effect of transformational leadership on employee innovation behaviorThe study by two ways of mail and field research investigation, research object for employees, through a variety of ways made 240 questionnaires, by removing invalid questionnaires, the remaining 212 available answer. After studying the effective data, get the following conclusions:(1)In transformational leadership, charismatic leadership and vision incentive have a positive effect on individual innovative idea; virtue epigrams and charismatic leadership have a positive effect on employee's innovative concept implementation.(2)For employees' psychological security, moral leadership behavior and leadership behaviors of personalized care and charismatic leadership behavior have positive effect on psychological security sense.(3)The influence of psychological security is obviously positive to the generation and implementation of new ideas.(4)Virtue leadership behavior part has impact on the implementation of the staff innovation idea by psychological security, charismatic leadership part has impact on the employee innovative idea generation and implementation by psychological sense of security.Finally we get many revelation from the conclusion for enterprises:firstly, the leader should pay attention to the practice of management, and actively research and has a clear understanding of the relationship between transformational leadership and employee innovative behavior, pay attention to the leadership of the act itself, in virtue of the shape, vision and elaborate planning, care of subordinates and their own ability and charm of these aspects of training and play; secondly, in the process of enterprise daily management, leader must shape innovative culture, build democracy and innovation environment to reduce interpersonal risk, in order to improve employee psychological safety perception, to further stimulate innovation individual behavior, so that it will promote the development of enterprises and countries progress; finally, we must strengthen the training of innovative staff and education, so that "individualized", employees'innovation ability from themselves intrinsic.
