With the rapid development of China's economy and society,the national level of urbanization increases rapidly,which plays a positive role on the transformation of the population,industrial restructuring,industrial development,the progress of science and technology and cultural exchanges.Meantime,many negative impacts are brought on economic,social and environmental problems,such as farmland decrease and grain,urban diseases,urban-rural dual structure and so on.Therefore,the state proposed to promote new urbanization,which adheres to the people-oriented.As the basic elements of economic and social development,the land plays a role of comprehensive resources,assets and capital,which is required to deepen the reform of the land system by the new urbanization.The two promote each other,and the supply of land is the allocation of land resources,in response to assets and capital.Therefore,to discuss the institutional innovation of the land supply system in the context of new urbanization,has important theoretical and practical significance to promote the reform of the land system,and the development of new urbanization.Nanjing is located in the eastern coastal developed areas,where the urbanization rate exceeding 80%,the proportion of the third industry exceeding 50%.So the city urbanization is put forward as the strategic positioning in the development of new urbanization.However,due to the unique topography and resource conditions in Nanjing,it is necessary to allocate limited land resource in a more efficient and scientific way for assets and capital exploitations,in order to promote the Nanjing characteristics of the new urbanization.By comprehensive analysis of the land supply policy evolution in recent 20 years in Nanjing,the change of land supply is studied from the two aspects of the spatial pattern and structure characteristics,and the countermeasures of land supply are put forward under the background of regional urbanization and the transformation of land use in Nanjing.Firstly,the development process and present characteristics of urbanization are discussed.The western urbanization is mainly divided into agglomeration,suburbanization,inverse city and again city.At present,Nanjing city is basically in the urbanization stage of agglomeration,and associated with suburbanization,inverse City,again city,which is also facing the issue on the faster urbanization of land than the urbanization of population.So we must explore the characteristic road of development of regional urbanization,focus on promoting the resident population urbanization,the capability of sustainable development and so on.Secondly,the evolution of land supply policy is analyzed.The policy of land supply in Nanjing is analyzed under the background of the national requirements.The study found that:the overall land supply policy in Nanjing city and country requirements are correspond,and the level of market allocation has been improving since the turn of the century.Land prices,research land,collective land conversion,rural homestead exit and land index transaction are more active explored since 2010 to meet the requirements of the new urbanization.Thirdly,the changes of land supply during the recent years in Nanjing are especially analyzed.From the perspective of supply spatial pattern and structure characteristics,the changes in the supply of land in Nanjing are analyzed.The location characteristics of land supply in Nanjing are the overall stability of urban land supply,fast growth of land supply in inner suburbs,and upward trend of land supply in outer suburbs.On the other hand,the future of urban land supply should pay attention to the stock of land connotation by promoting the general industrial land gradually relocated or transition to scientific research,cultural industrial land.In addition,as the focus of urbanization in Nanjing,the inner and outer suburbs area need to control the total,revitalize the stock,optimize increment,and improve the quality,in accordance with the requirements of the saving and intensive land use,in order to improve land utilization level.At last,the land supply policy in line with the actual development of Nanjing is explored.In order to meet the requirements of the development of regional urbanization,it's necessary to stick to the red line of cultivated land protection and safeguarding the interests of farmers' land on the bottom line,and explore countermeasures on the different land supply policy,rural land circulation,innovation of supply mechanism,strengthen the public participation and supervision and so on.The rational flow of the whole land between urban and rural areas are promoted correspond,and the macroeconomic control is improves on the land supply from space,structure and application aspects.
