A Study On Local Government Role In Industrialization Of Native Products

Since the third Plenary Session of the eighteenth CPC Central Committee,an overall reform of agriculture has begun in China.It clearly and comprehensively promotes the goal of industrial,large-scale and sustainable development in agriculture.Currently,Ministry of Finance released "Guidance of Comprehensive Agricultural Development:Supporting Advantageous Agriculture Industries and Promoting Agriculture Industrialization",which made it clear that the comprehensive agricultural development industrial operation project will focus on supporting regional agricultural advantageous industries from the beginning of 2016.This policy was carried out around improving the advantageous agricultural industries chain to encourage the development of "Internet + Agriculture" and support the establishment of advantageous agricultural products' e-commerce platform.Moreover,on August 12,2016,the Ministry of Finance issued "2016 Guidelines on Applying National Comprehensive Agricultural Development Industrial Operation Projects",which focus on supporting the regional agricultural advantageous industries development,promoting the combination of high standards construction and advantageous industries development and centering on establishing advantageous agriculture industries with ecological safety,high quality and market competitiveness.Recently,Yantai government issued the "Opinions on Promoting Standardization Strategy",which noted that by 2020 some province's leading standard system and working mechanism with Yantai characteristics and adapting to the city's economic development will be basically established.In the field of agriculture,it will promote the efficient of advantageous agricultural products,revise the standard of use and improve the system of management and the standards of public service.Our country with a vast territory,numerous nationalities,in the long course of development,the regional native products industry not only has the advantages in policy,territory,resources and environment but also faces a variety of problems from industrial upgrading and development.It becomes a goal for various regions to find how to promote native products' standardization,brand,market,and industrialization.It also becomes a way to promote the optimization and upgrading of industrial structure.This paper creatively put forward the idea of constructing a cross sector,cross system modern information sharing platform.In this paper the author will use a systematic view to innovate the production technology in all sectors of the industrial chain and promote the added value and market competitiveness of the local products.Playing the leading role of the market to promote the industrialization development of native products,the functions of government will turn to support the sustainable development of local products and support dual benefits,public investment and financing channels to establish a new pattern of guiding by government,leading by cooperation and organization.This thesis starting with the related concepts and the basic theory of the native products industry,explains the definition of local products,government function and the basic connotation of agricultural industrialization.The author takes the agricultural industrialization theory and the governmental functions theory as the theoretical support of the research to analyze the industrialization development of native products.Through the summary of relevant national data,regional statistical yearbook and other related data,the author introduces the Chinese,especially the native products industry in Yantai from the current situation of market demand,product sales,import and export.Selected Yantai city as a typical representative of native products,summed up the lack of government support are mainly local products in the process of industrial development,leading enterprise itself development defects,the interests of the joint mechanism is not perfect,and the low level of modern information technology.Then the thesis analyzes the government can play in promoting the local native products industry development in the role:Assume the role of system design and planning,provide financial support,strengthen organization and management,take the responsibility of social services,guide and support the development of leading enterprises,etc.Finally,combined with Yantai and Chinese actual,put forward a series to promote the industrialization development countermeasures of local products:strengthen the government's integration mechanism,increase financial support,promote the development of leading enterprises,production bases,professional cooperative organizations and social service system;Improve the mechanism of competition of enterprises,pay attention to native product promotion,brand market;Pay attention to the role of the Internet in marketing,strengthen the network marketing,expand the market space;Strengthen technological innovation,improve the added value of scientific and technological content of native products and its products.In addition,adhere to the concept of green production,optimize the allocation of resources,improve the overall quality of farmers,and constantly optimize the innovation,Regional national,channel chain,mode of electricity suppliers and promote participation Forward to the industrial development of native products.
