The Research On Independence Of Chinese Think Tanks

According to the international economic globalization and the increasing development of domestic economy,governments are faced with more and more complex social problems in the process of public policy.With dramatic changes in society,the Think Tanks have taken more important roles in influencing government decision-making.And the generation and development of the Think Tank is an irreversible social trend.While the think tanks in China have a late start,but in generally speaking,they take a boom in the development way.Especially when came into 21 centers,think tanks met a golden period.The development of Chinese think tank help to make the public decision-making process become more scientific,democratic and more legislated than before.On one hand,the Chinese think tanks help the government resolve public problems and on the other hand they also help the public broaden the way to express their opinion,rights and interests.But what should be notice by us is the fact that Chinese think tanks have not built authoritative position in the international community.The influence of the research results and global voice on the issues is weak compared with the international top think tanks.Therefore,to find the way to improve Chinese think tanks and to resolve the problems think tanks faces is a great point for the academic world.Researching the development principle of think tank,we can get an important conclusion:the short independence of Chinese think tank is one reason of current problems we are faced with.At first,we make basic research of its theory,giving discuss about the concept and character of think tank.According to the real situation of Chinese think tanks,we separate Chinese think tanks as official think tanks,half-official think tanks,think tanks in college and folk think tanks,considering the relationship between think tank and government,the operation characteristic of Chinese think tanks.We put forward that the qualities of think tanks should have are the objectivity and independence of research,stability of the institutions and the social influence.In this article,we think the independence concept of think tanks should contain three points:the independence of members,finance and management.After working through the time line of Chinese think tanks,we know one reason of short independence is that the Chinese think tanks have been under the charge of government for so long and build a dependency between them,compared prominent characteristics between Chinese think tanks and them in other countries.After that,we create new standards for independency of think tanks,such as the ways of finance channel,management of human resource,the evaluation and transformation of achievements and the independency of operation system.We also conclude the short situation in these four aspects of Chinese think tanks.In the third step,we analyze the main restrictive factors from both outside and inside of Chinese think tanks.The outside factors are the closed public decision-making system,political environment;the factors inside are the short development time,immature operation mechanism,the relativity of independency and so on.At last,in the end of this article we come up with many suggestions about how to improve the independency of Chinese think tanks.The resolution includes external construction of the circumstances and internal construction from inside.Standing on the point of independency of Chinese think tanks and combining with the experience of think tanks in western countries,we make analyze and draw important conclusions according to the real situation of Chinese think tank.After empirical and data analysis,we point out what steps need to take and hope we can help Chinese think tanks develop smoothly than before with the analysis of the questions of independency of Chinese think tank.
