Research On The Construction Of New-type Think Tank With Chinese Characteristics In International Comparative Perspective

As an indispensable part of public policy decision-making chain, decision-making consultation is an important guarantee for scientific decision-making and democratization. The main research object of think tank is based on strategic issues and public policies, the guidance of the think tank is to promote the public interest.And the goal of the research advisory organization is to influence government decision-making,the think tank has an unparalleled unique advantages in the decision-making consulting. Compared with other disciplines, the modern think tank started lately, that development history is no more than two hundred years, but overview the modern world since the rise of the major powers of the process, the important role of the modern think tank has played is difficult to replace. Since the 18th National Congress of the Communist Party of China (CPC), the new generation of central collective leadership, with the aim of taking the general secretary of Xi Jinping as the core, has attached great importance to the construction of the think tank and put forward the goal of building a new-type "think tank with chinese characteristics". The new think tank construction is raised to a national strategic level,and acts as an important part of the national governance system. In recent years, all over the country has set off a vigorous chinese characteristics of the new think tank construction boom, all kinds of new think tanks have continued to emerge. On the one hand, the construction of the new think tank with chinese characteristics has achieved fruitful results, the number has reached 435, ranking second in the world; on the other hand, with the rapid construction process, chinese think tank has also appeared in a series of outstanding problems, put a heavy attention to the importance of quantity,and contempt for quality, and some think tanks put more attention to the form of dissemination, contempt for content innovation and other issues, as well as the flow of knowledge base, please celebrities, do forum and other formalist practices.Therefore, strengthen the think tank research, promote the developmet of the new think tank with chinese characteristics well and fast development is placed in front of the theoretical aspects of the real issue.This paper study the issue of chinese think tank,focus on the main features,operating mechanism and development trend of the think tank domestic and abroad from the perspective of international comparison and system analysis, and discusses the concept connotation and institutional attribution of the new think tank with the characteristics, functional positioning, operational mechanism and development prospects of the key issues, with a view to the chinese characteristics of the new think tank construction and research to provide new ideas and new methods. This article starts the full text mainly from the following sections:The first part discusses the background and significance of the construction of the new-type think tank with chinese characteristics, from two aspects of international and domestic levels, theory and reality. It defines the basic connotation of "think tank", "think tank influence" and "new-type think tank with chinese characteristics".Meanwhile, it summarizes the corresponding research methods, technical lines and possible innovations.The second part is a briefly systematic review of the relevant literature on the research of domestic and foreign think tanks. This paper introduces the elitist theory ,the pluralist theory, the theory of policy process and the theory of social network. It mainly includes two parts: The first part introduces the current methods of evaluating the influence of the think tank at home and abroad, and the methods are the subjective evaluation method, the objective evaluation method and the comprehensive evaluation method of the subjective and objective factors.Moreover, this part analyzes the advantages and disadvantages of each methods. The second part takes the empirical study of the influence of 190 chinese new think tanks, draws the new think tank comprehensive influence rankings and classification rankings of the new-type think tank with chinese characteristics, and analyzes the empirical result based on the new model.In the sixth part, on the basis of the comparison and empirical research of the international think tank, the author points out the direction of the construction of the new-type think tank with chinese characteristics, strengthens the decision-making consultation, completes the policy-making system of the chinese government at all levels, innovates the operational mechanism, operational efficiency and competitiveness, promotes the balanced development, builds a new model of the new-type think tank with chinese characteristics and deepens the exchange of cooperation, speeds up the new-type think tank with chinese characteristics.The seventh part is conclusion and prospect. First of all, it is pointed out that the main points and conclusions of this paper are mainly to put forward a new think tank definition, which emphasizes that the service object of the think tank includes not only the government department but also the social organization, and puts forward a new way of classifying the think tank. Based on the existing research results and the level of knowledge, this paper puts forward the possible future direction of think tank research.
