Research On The Evaluation Of China's Think Tank Ability

This paper is devoted to the evaluation of research think tank capacity system from the perspective of the basic concept,clarify the think tanks,think tank capacity,the definition of the basic norms of development think tank research,think tank evaluation of the basic ideas,will remain in the system to think tank research in our country,the deep exploration period,for the construction of tanks clear value orientation,set quantitative goals,get rid of the limitation,bias and misunderstanding on the understanding of interference,improve the purpose and performance level of tank construction investment.This paper mainly uses the literature research method and comparative analysis method,starting from the existing literature material,through carding the research situation for evaluation,to analyze the specific evaluation report,summarizes the research achievements and shortcomings for evaluation.And from the specific angle of view,the author tries to build a new theoretical framework for capacity evaluation of think tanks,and put forward a series of specific innovative concept of think tanks.Think tank evaluation research from micro,meso and macro three levels.Among them.at the micro level.the development of China's think tanks are currently in the stage of exploration,and China's special institutional environment.directly detennines the Chinese think tank is not in accordance with foreign think tanks evaluation standard of evaluation,and the need to set up targeted to adapt to China's think tank growth environment evaluation criteria and development goals.We hope that we can build a better think tank in china.The research found that the resource,ability,operation ability and influence ability of think tanks are important factors to measure the ability of think tanks in china.Think tank from the meso level,from the meso economics research ideas,highlighting China's think tank system Department of systems and research think tank problem of our country oriented features,focusing on how to develop synergies between think tanks.Specifically,compared to the foreign think tanks,our country think tanks have the advantages of a single institutional environment,and provide various possibilities for the cooperative development of think tanks,so that the think tanks can give full play to their synergistic advantages.At the same time,the problem orientation of think tank research also determines the need for cooperation among think tanks.The resource sharing ability,cooperation model and synergy ability in the cooperative thinking process of the think tanks are important factors to measure the cooperative ability of Chinese think tanks.From the macro level,the research on the capacity system of the national think tanks has highlighted the important role of policy orientation and legal norms in the construction of think tanks.This article starts with the three aspects of the formulation,implementation and inspection of the policy process,and concretely analyzes the important role of policy orientation and the rule of law in each link in the construction of think tanks.The study found that for its own position,major decisions feedback system and the government purchase decision consulting services,social support,public opinion guiding mechanism,the government information disclosure system,policy evaluation system is the important factor of policy support for.Finally,we design a capacity evaluation index system of our country think tanks from the perspective of capability system,which includes three dimensions,thirteen first level indicators and twenty two level indicators.Through the examination and analysis of the index system,different types of tank different advantages,cooperation demand conditions of different types are different,of course,different policy environment to provide asylum think-tank is different,in general,common good for general required as follows:strong ability to attract funds and human resources;with the operating mechanism efficient;have a higher degree of social recognition;cooperation achievements of high quality;legal status,decision feedback system;government information disclosure system.
