Research On The Construction Of New Think-tank In Shanxi Province

At present,our country is in the critical period of implementing the "four overall" strategic layout,facing the complicated situation at home and abroad in the process of economic and social development.As a national resource-based economy comprehensive reform pilot area,Shanxi province is facing the adjustment of industrial structure,growth pattern and other difficulties in the economic transformation.It is unable to meet the needs of the development of the society if we rely solely on traditional experience and minority decision.It will not only make fail to foresee the impact of complex factors in the development of local economy and society,causing the policy failure rate that is difficult to control,but also seriously make an effect on Party committee and government decision-making scientific and democratic professional.Therefore,it is urgent to strengthen the construction of the new think-tanks,and to provide policy advice and intellectual support for scientific decision-making of relevant departments.Since the 18 th Party Congress,the construction and system improvement of the new think tank has been highly valued by the Party Central Committee and the local party committee and government,local new think tank construction ushered in a new round of development opportunities.Shanxi Province,in combination with the local actual situation,issued to strengthen the construction of local new think tank advice,according to the overall guiding principles,introduced a series of specific operational advice,through sound administrative regulations,highlighted the role of new think tank;through the creation of industry associations,strengthened the integration of think tank resources;through the improvement of research layout,expanded the new think tank functions;by broadening the channel,enriched the results of the transformation mechanism;through the improvement of the database system,played a large data advantage.Under this background,the new think tanks of Shanxi have larger development inquantity and quality and have a great effect on providing new ideas,new achievements and new talent cultivation output,the ability of research services to the local Party committee and government decision-making has improved.However,there are still some problems in the local think tank of Shanxi Province,including the research power is not enough,the human resources are wasted;the research results are not deep enough to solve the practical problems that the operation is not strong;The supply and demand are disjointed and the results are lagging behind.The construction of the think tank system is faced with their own difficulties,like duplication of the subject,lack of co-ordination and effective guidance,resource duplication,inefficiency,lack of long-term research and deployment and so on,which are seriously restricting the ability of Shanxi local new think tank and the role of play,resulting in substantial effect in the think tank to participate in local party committee and government policy and problem research.This paper first discusses the concept and development of the think tank by means of literature method.Secondly,on the basis of extensive research,this paper summarizes the present situation and the effectiveness of the construction of the new think tank in Shanxi province,and concludes the problems and causes of the construction of the new think tank in Shanxi.Finally,by drawing lessons from the experience of other provinces think tank development,put forward to countermeasures and suggestions to strengthen the construction of new think tanks in Shanxi.So as to provide a reference for the construction of a new type of think tank in Shanxi,smooth the decision-making channels of the new think tank participating in the relevant departments,enhance the ability of new think tank policy consulting to further promote the development and improvement of the decision-making consultation system of the Shanxi Party committee and government,to promote the scientific and professional decision-making of the party and government,And then optimize the governance system of Shanxi Province and the modernization of governance capacity.
