Research On The Risk And Prevention And Control Of Urban Infrastructure Construction PPP Model

In the process of urbanization construction,infrastructure construction plays a key supporting role in economic and social development and urban modernization.With the acceleration of the national urbanization construction process,the investment of urban infrastructure projects is increasing,and it is difficult to meet the requirements simply relying on the public finance support and the government infrastructure supply system.A PPP model for urban infrastructure development is a partnership between the public and private sectors of government,involving resources at the disposal of the non-public sector in the provision of urban infrastructure construction,thus achieving outcomes that are more favourable to the partners than expected to act alone.Because PPP projects can alleviate the public sector financial burden to some extent and have the technical and management advantages over other investors in infrastructure construction projects,the PPP model is widely used in urban infrastructure construction and service fields at home and abroad.Of course,strengthening the application of the PPP model in urban infrastructure construction can,on the one hand,meet the investment and financing needs of local government infrastructure,improve the efficiency of infrastructure projects and service supply,and effectively liberate the functions of the government engaged in specific project construction.On the other hand,the PPP model may lead to PPP project risk breeding due to the imperfect governance system,the weak foundation of government-society relationship and cooperation integrity,the imperfect laws and regulations.Based on literature analysis and case analysis,this paper focuses on risk and prevention and control in urban infrastructure PPP.This paper analyzes the causes of the risk of urban infrastructure construction PPP model from the aspects of the application environment of the PPP model,the practical operation difficulty and the behavior influence of the relevant participants,and obtains the suggestions and countermeasures to perfect the PPP model from the aspects of optimizing the development environment,perfecting the risk prevention and control and completing the transformation of the government role.Meanwhile,select the case —— Yunhe county W project,systematically explain the risk status of the project,and carry out risk management from the perspective of risk identification,risk early warning,risk prevention and control.By analyzing the risk of the project,the risk matrix method is used to sort the degree of also adds new ideas to the study of risk prevention and control of PPP projects,and also provides some reference for the successful operation of a large number of PPP projects under construction in other parts of China.
