Study On Evaluation Of Innovative Enterprises' Development Policies Of Fujian Province

Since the new century,China has been devoting to establishing a national innovation system where government,corporations,research institutions,universities and service platform of technological innovation are able to impact on and promote with each other.In this system,enterprises are the main entity of national technological innovation.To establishment a bunch of innovative enterprises,which own core technologies and proprietary intellectual property rights,having it play a leading role and leading enterprises to be the main innovation entities is the primary path to promote a country's innovation capacity and to establish an innovative nation.At present,China is still in the stage of exploring for the cultivation and establishment of innovative enterprises.Government policies and incentives may exert significant impacts on the growth of new type enterprises.In order to comply with national strategies and the requirements of the development of local innovative enterprises,Fijian province enacts and enforces all kinds of policies to motivate those enterprises.In this context,to explore the enforcements and requirements of innovative enterprises' development policies and to practice the evaluation researches for them can not only enrich the theoretical analysis but also can provide optimized path for the practice of innovative enterprises in in Fujian province.At first,the paper demonstrates the status quo of studies by domestic and foreign scholars about the classification of development policies for innovative enterprises.Secondly,the paper illustrates theories about technology innovation,market failure,institutional innovation and competitive advantage,et,to explore the theoretical supports and research enlightenments for innovative firms in order to lay a theoretical foundation for the evaluation of development policies of innovative enterprises.And then,the paper introduces excellent experience about the development policies of innovative enterprises in sequence of representative foreign countries such as European Union.United States and Japan.Also,the paper makes up the history of policy reform of domestic innovative firms and the policy characteristics of some typical areas such as Beijing,Jiangsu province,Zhejiang province and so on for the propose of offering policy-making templates to innovative firms in Fujian province.Last,on the basis of summarizing Fujian province development policies and taking.it as an example.On the one hand,apply the way of quasi-structural interview to know the requirements for Fujian innovative enterprises in response to different types of policies.On the other hand,by going over available policy documents,separate the impacts of policies that had been enforced into three aspects,which are talented workers,capital,technology researches and platform supports,and to determine the measuring variables for the three types of policies by documents investigation and policy review.Then,the paper picks 227 representative innovative firms as empirical study subjects,takes firm's innovation capacity as evaluation intermediary and apply structural equation model to evaluate the status of the policies implementation.The study results show that:at the present,all kinds of policies published by Fujian province have effectively improved the innovative enterprises'independent innovation ability.And the consummation of policy and specification of the implementation play an important role in the effect of the policy.Combining the requirements investigation with the empirical study outcomes,the paper puts forward relative suggestions to improve the policy system construction of innovative enterprises'development in Fujian province,which provides references for innovative firms in Fijian province and even the whole country.
