Investigation Of Government’s Policies To Promote The Development Of Innovative Enterprises Under The Perspective Of Evolutionary Game Theory

Innovation ability is an important component of the comprehensive national strength which attached great importance to the world. China has also give enough attention on the Technology innovation, especially on the technological innovation of enterprises as the mainstay. Fifth Plenary Session of the Sixteenth Central Committee of CPC purpose on enhancing the ability of independent innovation and building the innovative country as an important national strategy. The Eighteenth National Congress of the Communist Party of China also proposed to implement the innovation-driven development strategy. Innovative enterprises play an important role in enhancing the ability of independent innovation, which is infrastructure to build an innovation-oriented country. During the five years of innovative enterprise trial work of Fujian province, dependent innovation consciousness of pilot enterprises are improved significantly, innovation ability of Fujian is also improved a lot. However, generally speaking, policy system defect of Fujian still exists, and there are still barriers in the implementation of policy process. Thus, investigation of innovative enterprises’development policies needs to be performed in order to find the specific problems, and put forward specific countermeasures and suggestions to promote the innovation ability of Fujian province.This article mainly put evolutionary game theory as guide. First, it analyzes the evolution of government policy to promote the development of innovative enterprises, and introduces its main features initially which is depth of fiscal support, financial instruments enrichment, full cooperation of industry-university-research. It also describes the main ideas of evolutionary game theory and the game relations in the implementation of promote the development of innovative enterprises from government.Then this article summarizes the general trend of domestic and foreign policy. In the foreign section, it selects the United States, Japan and Europe as the objects which are economically strong and as worldwide leader in the innovation, and describes their typical policy. In the domestic part, first it sorts out the evolution of relevant policies at national level, describes the status of relevant policies at national level from taxation, finance, research, intellectual property more comprehensively; then, it introduces the typical policy and local characteristics focuses on Zhejiang, Anhui, Jiangsu, Sichuan, Beijing in the framework of national policy. It found five inspiration on Fujian province from the summary and analysis of typical domestic and foreign policy, which are process control of the government procurement, the comprehensive guide for research cooperation, flexibility in the use of financial leverage, and the strategic protection of intellectual property.Then this article introduced the related policies in Fujian province, and analyses the game relation existing in the policy implementation.In policy introduce section, we summarizes the history of Fujian policies, introduce the related policies in Fujian province in the fiscal and taxation, finance, "industry-university-institute", and the results are compared with the domestic and foreign advanced policy. In evolutionary game analysis section, the fiscal and taxation and intellectual property rights of innovative game, financial investment and financing, production-study-research cooperation game was analyzed, and found paths of evolution, threshold of evolution game system, and influence of model parameters on evolution equilibrium, and found the key of system innovation for the government combined with the comparison and analysis of Fujian policy.At last, it proposes some suggestions to promote the development of innovative enterprises with the innovation of government system in Fujian province in the finale part. In the aspect of transformation of government functions and management innovation, it proposes to change the government philosophy, improve the working model, and innovate the management manner; in the aspect of supporting deepening taxation, it proposes to strengthen government procurement support, implement and improve the tax incentives, standardized financial fund management; in the aspect of guiding benign cooperation between enterprises and financial, it recommends the establishment of enterprise credit system, to abundant finance channels for enterprises, and format specialized support agencies; in the aspect of optimizing the cooperative mechanisms of industry-university-research, it recommends the establishment of an effective mechanism for restraint and trust, to construct a reasonable profit allocation mechanism, and formed complete government services and guidance mechanism; in the aspect of promoting intellectual property strategy, it recommends to integrate intellectual property management agencies, to establish early-warning mechanism of intellectual property, improve intellectual property education system.
