With the rapid development of urbanization in our country,the urban population is expanding constantly,the increasing of motor vehicles has caused the urban environment pollution to aggravate,the traffic jam hinders the social economic development phenomenon,the demand of urban rail transit is greatly increased.Metro as large municipal public projects,its financing model innovation cannot only ease the financial pressure,but also to promote the city's high-speed and efficient development.The study on the performance of MTR financing model not only has a positive effect on the marketization of China's transportation industry,but also has a certain practical significance to promote the further improvement of government performance in large-scale municipal projects and the healthy development of government perforlmance evaluation.In this paper,three financing models of Nanjing Metro are used as research cases.Applying expert interviews and questionnaire survey,the appropriate indicators is selected to evaluate project quality performance,financial performance,environmental performance and service performance during operation.The author puts forward some suggestions on the financing development of Nanjing that is in line with the practical and cultural characteristics of Nanjing.And the conclusion is that the three financing models of Nanjing Metro have their own pros and cons,showing diversification of investment subjects.In the public product performance evaluation,the government-led financing model has great flaws in financing cost and financial burden;but it is still in the stage of exploration and practice,the management and supervision system is not perfect enough,and there are a series of problems in the public satisfaction survey.Therefore,we must learn from the traditional model,learn from each other,based on the government-led financial debt financing model based on the leverage of financial funds to build an effective investment and financing model to achieve sustainable development,effective use of subway land reserve advantage,The maximum development of subway-related resources,to promote the Nanjing rail transit legislation,to provide policy support and system security.
