Competitive Neutrality System Building In The Process Of Deepening The Reform Of State-owned Enterprises

Competition can improve enterprise efficiency,promote economic prosperity.Therefore,the introduction of private enterprise competition is an inevitable result of the reform of state-owned enterprises.However,as a result of the government behavior inertia,the relationship between the state-owned enterprises and the government seems to be difficult to clear off.State-owned enterprises can often get governments' preferential treatment in some respects.In the face of this problem,to build accord with the characteristics of China's economic development competition neutral system is particularly important.Competitive neutrality is refers to that the government commercial activities of enterprises or institutions can't have more competition advantages than the private enterprises have due to its nature of the government or the state,when the governments' commercial activities compete with private enterprises'.China's socialist market economic development guided by the principle of marxist political economics,so the competition neutral system construction in our country,also need based on the theory of marxist political economics.Marxist political economics theory contains rich competition theory and ownership theory,which has a profound significance for neutral system construction in the process of deepening the reform of state-owned enterprises.This paper is divided into four parts: the first part,competition neutral system overview.Marxist theory basis of competitive neutrality and competitive neutrality preliminary elaboration and analysis on the basic concepts;The second part,the practice of foreign competition neutrality development and comparative analysis.Through comparative analysis of the practical experience of foreign competition neutrality,to provide reference for building our competition neutral system;The third part,the state-owned enterprises reform's achievements and deficiency of competitive neutrality.On the basis of combing in China's state-owned enterprises reform process,to analyse the competitive neutrality in the process of state-owned enterprises reform achievements and deficiencies;The fourth part,under the guidance of comprehensively deepen reform to construct our competitive neutrality legalmechanism.In competitive theory and ownership theory of marxism as a guide,in reference to foreign competition neutrality,on the basis of foreign practical experience,build competitive neutrality system of the present situation of state-owned enterprises reform in our country.This paper argues that in order to improve the system of socialist market economy and promote the deepening the reform of state-owned enterprises,we need to build accord with the characteristics of the economic development of our country competitive neutrality system;To establish the basic position of competitive neutrality in the macro policy level and to play the decisive function of market allocation of resources;to build competitive neutrality legal mechanism in micro level from the four aspects of classified management of the state-owned enterprises,market access,management,investment return,which can help to regulate the behavior of the government who is not neutral.Then realize fair competition between the state-owned enterprises and private enterprises.At the same time,in order to create a fair competition of the socialist market economic environment,by means of competition advocacy,competition compliance and competition cultural propaganda,to raise competition awareness of the government,enterprises and citizens;Marx's main theory is based as the guidance of the socialist market economy in our country.Therefore competition neutral system of our country should follow marxist theory and the economic theory of socialism with Chinese characteristics as a guide,adhere to the principal position of public ownership,on the basis of the implementation of state-owned enterprises and private enterprises of fair competition,to realize the healthy,rapid and sustainable development of state-owned enterprises.
