In recent years,with the furtherance of economic globalization,there have been more and more discussions on the competitive neutrality rules,which may hopefully become the international economic and trade governance rules of a new generation.The goal of the competitive neutrality rules is to eliminate the competitive advantages of state-owned enterprises,which are quite unfair to private enterprises,and to ensure a favorable market competition environment within both domestic and international scope.As for our country,the competitive neutrality rules is both a challenge and an opportunity.On the one hand,it has become the basic theoretical point for developed countries to accuse China's state-owned enterprises of enjoying unfair competitive advantages.The international trade and overseas investment of state-owned enterprises have thus constantly got into trouble.On the other hand,the competitive neutrality rules is in line with our country's long-standing reform target of state-owned enterprises,coincides with the legislative purpose of our country's competition law,and also in accordance with the basic requirements of the current state of China's economic development and at larger context,socialist market economy.For developing countries such as China,studying the competitive neutrality rules is necessary for integrating into economic globalization,participating in international competition,and promoting domestic reforms.After sorting out and introducing the relevant content of the competitive neutrality rules,the author of this thesis aims to provide countermeasures and suggestions for the reform of state-owned enterprises in China,which are grounded on China's basic national conditions,the characteristics of enterprise development,and the current reform hotspots at the enterprise,domestic,and even international level.
