As the urbanization accelerating,the Public-Private-Partnership mode is evolving to become the major fund raising mode in the current construction of public infrastructure.In such a trend,the domestic governments have strived to attract the private capital to the primary land development project,diversifying the capital sources.However,both side of the public-private partnership of primary land development project are more and more aware that the design of the profits distribution doesn't have quantitative basis,which lead to the partners can't distinguish their own profits,thus the problem of profits distribution is difficult to reach consensus or seeming consensus permanently,This problem increase the risk of implementation of the project contract.At the same time,there're a few domestic researches of this thesis which mainly concentrated on the profits model and risk control.Therefore,this article will take the profits distribution design in project of primary land development based on PPP mode as the major issue for research.This research first does a study for PPP mode,primary land development,profits distribution and other related theories,then chooses the core stakeholder of primary land development project,and afterwards tries establishing the model of Shapely value of core stakeholder,and comes up with the project of primary land development based on PPP mode and design thought of profits distribution mechanism for government and enterprises,and later provides the changing effect on expected return interval of enterprises.This research obtains the fair profits distribution between government and enterprises,confirms the corresponding proportion of profits distribution for enterprises to obtain expected return interval,and meanwhile defines the biggest affordable cost increment for government and enterprises in expected return interval when the cost of land requisition and demolishing is changing.This research provides a quantitative decision basis of profits distribution and cost control for the project of primary land development,which is good for the smooth implementation and significant development for the project of primary land development based on PPP mode.
