With the rapid development of industrialization and urbanization, the amount of farmland converted to construction land is increasing by land requisition. The experience of the developed countries indicates that if the urbanization level reaches 30%, then the speed of the urbanization will be accelerated. On one hand, such accelerated urbanization will make the social wealth accumulate at an unprecedented speed and production factors such as land will be converted to rapidly from agriculture into non-agricultural industries, further leading to the acceleration of economic growth. On the other hand, as a result of the transfer of great amount of agricultural land to urban land, food safety and the environmental protection are exerted great pressures. Meanwhile, the institution of land requisition in our country is imperfect and farmers' rights and interests cannot be guaranteed, which cause a series of social problems, enlarging the gap between urban and country and blocking the development of the urbanization. Thus, we have to think of the situation where the problems prevailing in today's land-requisition system, how the situation of land benefit-allocation is. How we should allocate the land incremental benefits in the process of rural-urban land conversion, which could not only meet the land demand in the development of urbanization, but also guarantee the fair compensation given to each stakeholders. Based on above thoughts, a case study is applied to the Hubei province in this dissertation; it also analyzes and studies some aspects. The main points of each chapter are as follows:Chapter 1: Introduces the backgrounds, the significance of the research, research content, major research ideas, research methodology, basic data, and possible innovation as well.Chapter2: Land requisition and compensation system evolution. It introduces land requisition meanings, the income and interest relationships in the process of land requisition. The interest relationship of land requisition mainly include: central government, local government, rural collective economic organization, farmers and land users. Based on the relevant concepts and the research objects, it reviewes the evolution of land requisition compensation institution from the planned economic period to the market economic period, researches the process and the path selection of institutional transformation, and provides outlooks for system reform.Chapter 3 : Research on the compensation for land requisition and the interest relationship adjustement. Firstly, this chapter analyzes the benefit relationships between two main interest subjects who take part in the land requisition, then it discusses the reasonable standard of the land requisition from the perspective of agricultural land value and agricultural land function. Lastly, the chapter analyzes the establishment and the representations of the interest relationships between two main bodies who take part in the land requisition, then explores the principles and the basis which can guide the adjustment of the interest relationships. So this chapter enhances the theoretical foundation for the whole thesis.Chapter 4: The experience used for reference about land requisition institution and the compensation from overseas and the developed regions in China. The experience in the developed countries comes from literatures. We get the experience from developed regions in China using the method of investigation and interview, select some developed regions, such as Jiaxing, Ningbo, Shaoxing and Kunshan, it researches the advanced experience from some aspects, such as compensation for land requisition, settlement for land-lost peasants and social insurance. We hope the advanced experience can offer reference and help to the reformation of land requisition institution in Hubei province.Chapter 5: The empirical research on the compensation for land requisition. This chapter analyzes the regularity and the characteristics in Hubei province from the perspective of time feature and region feature. Especially, it selects four typical cities as the research objects, and analyzes the characteristics of land requisition. Secondly, it researches and calculates the influence to the peasants' welfare in today's land requisition from theory and practice. The research indicates that the peasants' welfare have the descendent trend after land requisition. Thirdly, it analyzes the current situation of the compensation for land requisition in Hubei province and explores the relevant factors which infect the amounts of compensation for land requisition using the method of multiple linear regressions. The research indicates that the compensation for land requisition in Hubei province is very optional. The relationship between compensation for land requisition and the use for land requisition is very obvious. The compensation for land requisition is obviously different between the land requisition for public benefits and the non-public benefits. Lastly, based on the theoretical analysis of the front chapter, the chapter establishes the compensation for land requisition in Hubei province from the perspective of agricultural land value and agricultural land function, and compares among the standard of the compensation for land requisition under the existing system, the real compensation for land requisition and the reasonable compensation for land requisition, providing outlooks for the reform of the land requisition system.Chapter 6 : The empirical research on the adjustment of the interest relationships in land requisition. This chapter comprehensively analyzes the interest relationships in different conversion modes, such as land requisition for public benefits, non-public benefits and land requisition in invisible market. Then, it compares and analyses the situation of the land requisition interest relationships in different conversion modes: The distribution of the compensation for land requisition between farmers and rural collective economic organization, the segmentation of the land requisition tax-fee among the all level governments. The governments supply land to the users and obtain the land granting income. The chapter theoretically researches the reasonable tax-fee cost and the reasonable standard of the compensation for land requisition. Finally, the chapter advances the direction of adjustment of the land requisition interest relationships through the method of comparing the reasonable interest relationships and the practical interest relationships.Chapter 7: Conclusion, policy advance and discussion. It summarizes the primary conclusion and puts forward some suggestion. At the same time, we discuss some shortage in the thesis, and put forward some issues which need to research profoundly.
