With the growing shortage of non-renewable resources,environmental pollution worsening,people gradually realized that a long time unsustainable “rough” economic development drawbacks,and pay more attention to the sustainable development of the green economy.How to improve the efficiency of economic growth at the same time,reduce the environmental load,the realization of economic,environmental and resource win-win,is a serious challenge society facing today.In this paper,an index system is established to measure the industrial efficiency,and a total of five indicators are selected to evaluate the industrial efficiency.In the aspect of input,select the three elements of the input indicators,including the resources,capital,labor,respectively as the total energy consumption indicators,total fixed assets indicators,the average number of employees of all indicators.In the aspect of Output,including two aspects,one for the industrial output value as expected output indicators,the second is the air pollutant sulfur dioxide as an indicator of non-expectations.And then consider the model selection,due to the analysis of environmental pollutants with undesirable outputs,and the traditional DEA model(such as CCR and BCC model)belong to the radial(starting from the origin of ray)and angle(consider to choose the input and output angle measurement)measurement model,there will be some errors.However,the SBM-Undesirable model proposed by Tone can be used to calculate the non-expected output model with slack variables,which is more suitable for the actual production process.Therefore,it is used to evaluate the industrial efficiency of each province,and the 30 provinces in the mainland of China are divided into the northeast,central and western regions,which are analyzed and compared with each other by SBM-Undesirable.Using the SBM model to calculate the industrial efficiency of each province,we get the slack of each variable,and divide the slack by dividing the input value(or output value)of the corresponding variable to get the redundancy of the variable.The economic analysis of the redundancy of each variable shows that the redundancy rate of sulfur dioxide is larger,which is the main cause of the loss of industrial economic efficiency.In order to further analyze the influence factors of industrial efficiency,the paper selects the 4 aspects of industrial structure,including education,foreign investment and patent,and then analyzes the results of industrial efficiency panel data.Finally,based on the empirical analysis,we draw the conclusion and give some policy recommendations.Taking 30 provincial economic units in 2005-2011 as the research object,this paper uses the SBM-Undesirable model including non-expected outputs to calculate the efficiency of Chinese industrial economy under the influence of environmental resources.The results show that: from the perspective of dynamic development,the industrial economic efficiency in various regions of the country is gradually improved under the constraints of environmental resources.Static observation found that there is a significant gap between the levels of coordination in different regions.The industrial efficiency of the eastern coastal areas of China is the highest,followed by the northeast,central and Western regions.The surplus rate of the corresponding variables is calculated with each relaxation,and the main reasons for the loss of industrial efficiency in different regions are the excessive discharge of sulfur dioxide,the excessive input of energy and the excessive input of the staff.Further study on the factors affecting the efficiency of Chinese industry found that the upgrading of industrial structure,the increase of the number of years of education and the increase of foreign investment can be beneficial to the win-win situation of industry and resources and environment.
