We are living in an information interaction era,and the effective collection,reasonable application and quick decision-making based on information and data determine the future development of enterprises to some extent.Leading enterprises of the building industry have begun their information transformation and achieved good results that can be converted into their competitive edge.How data application by enterprises can produce benefits to them and bring along benign development is an issue that we have to consider and face.With advanced enterprises in the building industry as the objective,when SCAZ initiated its information construction,it began the construction of project management system in the first place,which was an important organizational transformation in effect.After over six decades of development,SCAZ has established a sophisticated management system,but biased implementation is likely to occur and it is far from standardized fine management due to lack of a tool for fine and standardized management.Through construction of the project management system,phenomena such as non-uniform organizational structure,unclear management responsibilities,low work efficiency,poor implementation consciousness and unsatisfactory comprehensive quality of employees at all levels,nonstandard business processing,etc.have been changed,and the whole process of development,implementation,supervision and appraisal were incorporated into the platform.The key points for our system construction are cost control,business substitution and process optimization,which involve many areas and cover many businesses,where the first step,the most critical step,is the development of a standard organizational structure consisting of project management department,subsidiary and the Company,job descriptions and department responsibilities,to realize the system functions and task decomposition;the second step is to change the thinking mode,manner of working and replication model of employees to reserve the resources of enterprise.On the surface,information construction is a tool for enterprises to realize management,but in effect,it is a gradual in-depth organization transformation.HR matching at the implementation and application stages directly affects the efficiency and quality of the implementation process of the project management system,and a successful system application will eventually serve the decision-making and management of enterprise,and improve its overall management competency,management level and competitiveness.At the implementation stage,first select and organize the general manager,the deputy general manager in charge of project,the deputy general manager in charge of business,the executive manager and personnel at all levels of the business team,and then define the responsibilities and roles of each job in the organizational transformation,analyze the method for effective organization,and summarize the implementation method suitable for the Company.At the promotion and application stage,comprehensively carry out the work of HR matching through training,filling and adjustment of posts,recruitment,inspection and examination,during which process,SCAZ has organized progressive trainings by hierarchy,such as training on idea transformation and recognition,preliminary training before the system was put on-line,training of key personnel during data input,training of key business lecturer,internal trainer and core project team and pertinent and in-depth training,which have played a decisive role in the organization and matching of employees.Therefore,in combination with the status quo of the Company,this document analyzed the personnel selection,organization building and personnel responsibilities at the implementation stage,and elaborated each organization measure and training method of the application stage,such as department organization adjustment,work division of business module management department,job allocation,etc.,all of which highlighted the significant impacts of organization design and employee matching in the information transformation of SCAZ.
