Research On Multiple Executive Agents In China's Rural Poverty Alleviation Policy

After the reform and opening-up,China's economic society is developing and the governance model is changing.In various fields,the multilevel and diversified patterns of the social interest subjects are basically formed.The main agents of social governance also present a trend of pluralism.In the past three decades,rural poverty alleviation policy in China has been implemented in a scale and systematic manner with effects and problems.The main body of poverty alleviation policy plays an important role in the implementation of China's rural poverty alleviation policy.In this paper,under the view of public policy theory and polycentric governance theory,this research for the main policy implementation in our country's poverty alleviation policy,aims to combine the analysis framework of polycentric governance theory and public policy theory.Over the past thirty years,the structure,the motive behavior,the operation mechanism,the change and development,and the dilemma of the main implementation body in the poverty alleviation policy will be analyzed.This paper attempts to summarize the organization structure,operation mechanism,development rule and development dilemma of the main executive agents in poverty alleviation policy,and combine with the actual case and experience to improve the governance theory of public policy.During the next stage of poverty alleviation,theoretical guidance will be provided for the construction and mechanism of the main body of policy implementation.At the same time,through the research of "The 1+17 Policy of Poverty Alleviation and Development in Gansu Province",this paper focuses on the analysis of the main body of the government.The Second,by analyzing the phenomenon of "Fu Gu",this paper analyzes the main agent of the market organization.The third,this paper analyzes the main agent of social organization,by analyzing the case of "China Poverty Alleviation Foundation".Through the analysis and comparison of the role and difficulties to the implementation of government organization,market organization and social organizations in rural poverty alleviation policy,this paper analysis each agent in the public policy implementation of the advantages and disadvantages."Dominant Status" of the government organizations in poverty alleviation and development policy plays the role of promoting the implementation of the strategy,relief protection and multiple guiding,however,"Rigid System Defects" brings the defects of not high flexibility,integration,weak accuracy and lacking of sustained.The collision between "Efficiency Oriented" and "Social Responsibility" of market players also arises in the implementation of Poverty Alleviation Policies.The social organizations in the implementation of poverty alleviation policy to meet the needs of the special groups and their own organizations are not perfect,lack of capacity and funds,such as the contradiction between "fine depth" and "lack of resources".Finally,combining the advantages and disadvantages of several policy executive agents,this research also will offer a policy proposal to promote polycentric collaborative governance in China's rural poverty alleviation policy.The main measures for the construction of multiple executive agents participation in the implementation of poverty alleviation policy system,are improving the multiple agents collaboration platform,enhancing the implementation of poverty alleviation policies and developing innovation ability.
