Research On Precision Poverty Alleviation And Countermeasure Based On New Public Management Theory In Heilongjiang Province

In the report of the Nineteenth National Congress,precise poverty alleviation was listed as one of the "three major battles" and an important measure to rush towards the goal of building a well-off society in an all-round way.Poverty alleviation work has entered the stage of resolute victory in the Fig.ht against poverty,with severe forms and arduous tasks.Our government should intensify its efforts to alleviate poverty and win the hard battle against poverty.In order to find out the main problems existing in the process of precise poverty alleviation in Heilongjiang Province,combining basic theory,factors influencing the effectiveness of research experience and local advanced experience in poverty alleviation,this paper puts forward further countermeasures and suggestions to promote Heilongjiang Province in the stage of poverty alleviation and to help Heilongjiang Province carry out the precise poverty alleviation work smoothly and achieve the goal of poverty alleviation.The article is divided into four parts.In the first part,by browsing the government website and collecting relevant information and data,we can understand the implementation system of the precise poverty alleviation policy,the poverty situation in Heilongjiang Province,the implementation and achievements of the precise poverty alleviation policy,and introduce the advantages of the government leading in the whole precise poverty alleviation.The second part,through many field surveys,finds out the problems existing in the implementation of precision poverty alleviation in Heilongjiang Province and analyzes the root causes of the problems,and at the same time,analyses the drawbacks of precision poverty alleviation led by a single government.The third part,through reading the literature and paying attention to the news and work of poverty alleviation,analyses the effective factors affecting the precise poverty alleviation in Heilongjiang Province.The fourth part,based on the perspective of new public management theory,puts forward relevant countermeasures and suggestions in view of the existing problems of precise poverty alleviation in Heilongjiang Province.The paper relies on three research methods.First of all,the literature analysis method,through the analysis of literature and related books in the field of precise poverty alleviation,lays a theoretical foundation for the study of precise poverty alleviation in Heilongjiang Province.Secondly,the questionnaire survey method,using sampling survey,key spot survey,village group census to investigate some rural areas in Heilongjiang Province,through thequestionnaire survey to understand the basic situation of poor families,the implementation of precise poverty alleviation policies,the satisfaction of poverty alleviation cadres and so on.Finally,the combination of quantitative analysis and qualitative analysis,combining data collation with theoretical analysis,puts forward the improvement measures of precise poverty alleviation in Heilongjiang Province.From the perspective of new public management,the government has prominent advantages in guiding precise poverty alleviation,such as policies and regulations,organizational arrangements,personnel and resource allocation,etc.But at the same time,the limitations are obvious,which affect the rational allocation of market resources,the lack of diversified supervision mechanism,and the limited integration ability of poverty alleviation in the industry.In order to overcome poverty in the future,we must persist in taking the government as the main body and build a "three-in-one" pattern of poverty alleviation.Through the in-depth study of the problem of precise poverty alleviation in Heilongjiang Province,we find that in the early stage of precise poverty alleviation,there are some problems,such as insufficient government funds,relatively backward level of economic development,inadequate participation of social organizations and so on.In the middle and late stages of precise poverty alleviation,there are some problems,such as insufficient endogenous power of poor households and uneven investment of poverty alleviation resources.In view of these problems,this paper puts forward some countermeasures,such as giving full play to the leading role of the government,perfecting and perfecting the mechanism of multi-subject participation,and vigorously promoting the endogenous power of the poor people in the future,in order to promote the achievement of precise poverty alleviation in Heilongjiang Province.
