Research On The Practice And Policy Optimization Of Targeted Poverty Alleviation In H County, Ningxia

For a long time,the poverty alleviation and development policies led by theChinese government have continuously explored,developed,innovated andimproved in the practice of poverty alleviation,providing a successful experience summary and solid theoretical foundation for solving the regional overall poverty problem.Since the 1980s,China's rural poverty alleviation has mainly implemented with poverty-stricken areas as the main target.In the past 30 years,the poverty-stricken areas have reduced the number of 700 millionpoor people in Chinacaused by the marginal effects of economic and social development and policy inclinations and factors.It have contributed to the world's poverty reduction.Entering a new historical stage,China's poverty alleviation is facing new challenges.These problems mainly include the unclear population of the poor,the diversification of poverty-stricken factors,the leading and poorly targeted poverty alleviation policies,the inaccurate targeting of poverty alleviation projects,and the extensive management of poverty alleviation funds.The huge challenge makes the previous model of regional poverty alleviation and development promote regional economic development,but it is difficult to completely solve the problem of "eliminating absolute poverty".Since the Eighteenth National Congress of the CPC,,the General Secretary of the CPC Central Committee of Xi Jinping,based on a comprehensive summary and profound thinking of the past poverty alleviation work,has put forward a precise poverty alleviation strategy,which will raise the eradication of "absolute poverty" to a historical height of building a well-off society in an all-round way and achieving the goal of the first century's struggle.Since then,China's poverty alleviation has shifted from regional large-scale development to precise poverty alleviation and precise poverty alleviation model,forming a procedural poverty alleviation and fortification arrangement,such as identifying the main body of poverty,accurately grasping the causes of poverty,formulating pertinent policies,investing administrative elements,positioning the responsible persons and assessing the performance of poverty alleviation.In terms of poverty alleviation goals,we have strengthened the combination of top-level system design and local detailed implementation.By 2020,we should achieve the goal of ensuring that the poor in rural areas don't worry about food and clothing,compulsory education,basic medical care and housing security.We should ensure that the poor in rural areas in China can get rid of poverty under the current standards,and in order to solve regional poverty,the poor counties take off their hats completely in the countryside,the models of "one village,one product","one household,one policy" and"policy according to people" have been implemented in an all-round way.The poverty alleviation model has the advantages of theoretical foresight and system,and has achieved remarkable results in concrete practice.However,there are still some practical problems in local practice.This paper start from the perspective of precise poverty alleviation in rural areas and expounds the background and significance of this topic,summarizes the achievements of anti-poverty governance practice at home and abroad,It briefly expounds the contents and research methods of this paper.Reviewing the course of poverty alleviation and development in China,combing the practical experience of anti-poverty since the founding of the People's Republic of China,the central government first proposed the concept of precise poverty alleviation on the basis of poverty alleviation and development,and elaborated its profound connotation.Using case analysis,investigation and data analysis methods,this paper takes the solid practice of poverty alleviation in rural areas of H County in Ningxia as the research object,and analyses the problems faced by poverty alleviation and fortification.H County is located at the edge of Ningxia's poor development.It belongs to the "Xihaigu" region of the arid zone in the central and western part of Ningxia.The level of economic is fall behind,the incidence of rural poverty is high,the degree of poverty is deep,the factors causing poverty are diversified,and some of the main poverty-stricken people have poor initiative,so it is very difficult to get rid of poverty.In the key work of poverty alleviation in H county,there are some practical problems,such as inaccurate screening of poverty subjects,inaccurate use of project funds,inadequate assistance measures,unscientific management of poor households,and unstable poverty alleviation effect.At present,a large number of one-way input of policy elements make the income level of the poor main body cross the established "poverty line" of the country in a short period of time,so that the poor households can be lifted out of poverty through the exit mechanism.However,from the perspective of administrative benefits,if the input of policy elements can not be transformed into the endogenous driving force for the development of poor households and the long-term stable income growth mechanism,the superficial poverty alleviation results will have low gold content,weak foundation,insufficient ability to resist capital risks,and the successful poverty alleviation families will easily return to poverty again.On the basis of the analysis of specific problems,this paper puts forward relevant feasible countermeasures combined with precise poverty alleviation planning.These countermeasures include optimizing the identification and management system of the poor population,scientifically allocating village team members and assisting the responsible persons,focusing on the main role of the poor population and taking the development needs of the poor households as the direction of governance,implementing the ecological county project to develop the ecological economy,cultivating the source of stable income growth of the poor households,achieving high quality of poverty eradication results and good poverty eradication effect.Those measures would provide an optimized theoretical reference for the region to overcome poverty and consolidate the achievements of Precise Poverty Alleviation Program.
