Research On Social Welfare In The Transformation Of Shanty Towns

Shenyang city is one of the early industrial cities in northeast of China and it has made great contributions to China' s industrial construction and econom ic development.Because of the reasons of econom ic development and sy stem transformation,Shenyang city has form ed different sizes,dif ferent types of shanty towns.Shanty towns has became obstacles to the development of Shenyang city.In early 2005,Shenyang city took the lead in e xploring ways and m eans of large-scale transformation of urban shanty towns a nd achieved certain results.Along with the economic and social development and the work of the shantytowns,the social welfare problems in shantytow ns have attracted m ore and m ore attention.The traditional methods for the transform ation of shanty towns have becom e more and m ore difficult.From the angle of social welfar e to explore the transform ation of shanty towns in Shenyang city,not only finding the new requirem ents for the shantytowns of the current society but also promoting the further development of shantytowns in Shenyang city.It has important theoretica l and practical significan ce to im prove shantytowns' social welfare level.This paper focuses on the residents' welfare problems in the pro cess of the development of the shantytowns and the future direction of developm ent.It taking the Shenyang workers' village as a case study.This paper discusse s the development process of shanty towns in Shenyang city from three aspects.First,the developm ent process and the policy support of Shenyang workers' village,and the ef fect of the transformation of shanty towns in Shenyang.Second,from the shantytowns' transformation of main body,content,means and transformation transformation the management existing Shenyang city workers village's problems.This paper analyzes the causes of these problem s from four aspects: the main body of welfare supply,the coverage,the means and the management mode of supply.This paper suggests that in social welfare from the perspective of the transformation of poor communities in Shenyang city need to adhere to gove rnment's guidance,plural subject participation,constantly enrich the content of welfare pr ovision,to meet the residents welfare needs and to develop service guarantee system.At the sam e time,the government need to innovate welfare supply means,to develop the housing assistance.Otherwise,the level of welfare supply management needs to be im proved,to achieve the combination of micro management and macro management.
