Research On The Supply Of Public Service Of Shanghai Science And Technology Entrepreneurship Incubator

Science and technology become more important in the global economy development.According to the development history of West Countries,science and technology is the key to change the transitional economy model.Thirty years of reform and opening up of China Market was based on the intensive labor processing industry,non-renewable resource exploitation and land economy.The latest development models in the world are promotion of environmental protection,improvement of the utilization of resources and recycling of sustainable development models.The ability of technology conversion is the product in the process of industry daily operation.This is the important performance for science and technology.This paper is focus on how the incubator operation for the entrepreneurship and help them to transform the results of science research into the product.The public services in this paper related to the policy support,funding,tax relief,settlement policy,which is fund by the government.This paper studies Yangpu technology business incubator as the focus to argue that how to promote the incubator's service.In the study,there are several problems found according to the new public service theory and governance theory.To solve these problems will help the incubator to provide a better service and help the entrepreneurship start better.The problems are the unbalance supply of public service,high requirements for entrepreneurship to get the resource,technology public service's process is too cumbersome,the information exchange between the Yangpu technology business incubator and entrepreneurship is not running well,and there is no completion for the public service intermediaries to improve the quality of service.To solve these problems,this article provides several ways.Firstly,polices for technology and entrepreneurship should be adjusted.More polices need providing for the biological medicine,new materials,environmental protection entrepreneurship.Secondly,change the graduation rules for entrepreneurship.Make more specific rules related to different industries for instance,long term ones for high technology industry such as biological medicine and short term ones for software industry.Thirdly,provide more public service channels and resource such as the entrepreneurial mentors and relevant professional universities.Fourth is introduce the social funds to reduce the risk of Yangpu technology business incubator.Finally,introduce the market competition mechanism to improve the quality of public service provided by intermediaries.
