The Double-Gen strategic opportunities and the Big-Data era exposed the weak spot of innovation transformation and upgrading in domestic enterprises.It is,therefore,of fundamental significance to explore the constitute factors of science and technology personnel competence so as to apply them to the management and development of sci-tech personnel ranks.Yet at the same time,the relevant theoretical researches were not systematic nor profound enough.In view of this,by combining qualitative and quantitative research methods,this paper constructed and empirically tested the competency model of science and technology personnel in order to explore the internal structure of the competency model of technical personnel in the Big-Data age.After that,from the aspects of enterprise,colleges and government,this study tabled some administrative proposals on selecting,training,evaluating and inspiring scientists and engineers specifically based on the competency of science and technology personnel.To begin with,with the adaptation of the grounded theory as well as the Atlas.ti 7.0,this paper conducted indepth unstructured interviews scientific and technical personnel from both scientific and technological enterprises and R&D institutions and extracted 489 concepts,33 categories,12 main categories and 4 core categories on the basis of open coding,axial coding and selective coding sequentially.And afterwards,the competency structural model of scientific and technical personnel was constructed and passed the theoretical saturation test as well,which manifests that the competency of scientists and engineers on the background of Big-Data was constituted by synergetic capacity,decision-making skill,informational technique and scientific literacy.Besides,for purpose of further validation the reliability,validity and practicability of the initial theoretical competency model of scientists and engineers,it developed the initial scale that composed by 4 factors(including synergetic capacity,decision-making skill,informational technique and scientific literacy)and 38 items in light of the comprehensive analysis of interview data and related articles.Furthermore,the results from the pretests manifested that the initial scale has certain content as well as structure validity.Having amended and perfected the initial scale,the modified scale contained 48 items.What's more,having applied the modified scale,it collected 462 effective data to modified the initial theoretical competency model through exploratory factor analysis.Next,after removing 5 items,the results of the testing of validity and reliability as well as hypothesis testing of the theoretical model were up to the standards – in other words,the empirical findings supported the initial model proposed by grounded theory,which indicated that the competency of scientists and engineers on the background of Big-Data was indeed constituted by synergetic capacity,decision-making skill,informational technique and scientific literacy.Specifically,as can be seen from the path coefficient,the influence degree of these four foctors was scientific literacy,decision-making skill,informational technique and synergetic capacity,which further refined the theoretical model.In the final analysis,with the combination of the competency model and research findings,it proposed that,in the Big-Data era,enterprises were well-suggested that the competency elements are supposed to be take as a basis whenever decision-makers training and recruiting scientists and engineers;scientific research institutions were greatly-advised to incorporate competency into talent cultivation modes;government departments were also recommended to draw lessons from competency when they introduced policies relating to scientific and technological personnel.Generally,the research findings not only enrich relavant theory of the competency and human resources,they are also of instructive significance especially on the application fields of talents cultivation,recruitment,training and the alike on administration and development of technicians.Nonetheless,there are some inadequates in this thesis in the respects of continuous comparison,theoretical sensitivity and sample source.
