The Mobile Communications Industry, Network Technicians Competency Model Design And Application Research

On January 7th 2009, China Mobile, China Telecom and China Union were licensed to operate 3G service, when competitive environment of telecommunicatons industry changed rapidly. China Mobile's TD has no advantages in technology and price any more. The marketing requirement become slowly. The realistic price of voicing service will not be obvious any longer. The unit profit of China Mobile will decrease. As far as China Mobile is concerned, the competitive advantages which were seized is waning.Therefore, China Mobile have to change strategy to adapt the situation. Strategic adjustments involve strategic orientation, economic growth point, competitive tactics, company polices, company operation and so on, whick can keep China moblie's superiority in competition.So how to improve effectiveness to enhance the core-competition of the enterprises becomes very imporant. And at present, performance indicator can't distinguish the personnel of different performance, the organizition can't adapt to the pay measurement of broadbanding, training system lacks pertinence, personnel selection lack objective basis. Under the circumstance, the building of competency model has become a burning issue which brooks no delay for the group of China Mobile, especially for the branches of it.On the basis of studying the theory about competency model, this paper analyzes the status in quo of competency system in De-Yang branch of China Mobile, concludes the method of designing competency and to applicate.The paper includes five parts. The first part introduces the background, significance and major contents. The second part introduces the theory of competency model. The third part analyzes the status in quo of competency system in De-Yang branch of China Mobile. The forth comes up with the method of designing competency model and how to appicate. And the last part draws a conlusion.
