Northern Jiangsu economic development is lagging behind,the industrial base is weak.The CPC Central Committee and the State Council are very concerned about the economic development gap between southern Jiangsu and northern Jiangsu,and implemented a series of Huimin policies to help the development of northern Jiangsu.Jiangsu provincial government in order to carry out the implementation of the CPC Central Committee and the State Council coordinated the development of northern Jiangsu and northern Jiangsu strategy,proposed a coordinated development of North-South cooperation policy.Suqian City is located in the northern region of Jiangsu Province,Jiangsu Province,the two cities to build one of the latest prefecture-level city,GDP ranks the end of the province,Jiangsu and North-South cooperation and coordinated development of key areas.In order to respond to the strategic decision of the Jiangsu provincial government's north-south cooperation,the Jiangsu Provincial Government,the Suzhou Municipal Government and the Suqian Municipal Government cooperate to build Suzhou Suqian Industrial Park in Suqian City to realize the transfer of economic management methods,personnel training and urban construction,Fundamentally solve the situation of Suqian economy backward.The investment and financing of infrastructure in the development zone mainly includes three modes:government finance and financing mode,financial institution investment and financing mode and market investment and financing mode.China's economic development zone infrastructure investment and financing there is a lack of local government responsibilities,lack of functions and offside problems;investment and financing market-oriented,industry monopoly serious;construction financing costs,lack of financing channels;capital use supervision is not in place,The use of low efficiency and low efficiency of public pricing,unreasonable infrastructure fees and other issues.These domestic economic development zones infrastructure investment and financing problems Suzhou Suqian Industrial Park also exists.Based on the advanced experience of Suzhou Industrial Park,Changsha Hi-Tech IndustrialPark and Beijing Economic and Technological Development Zone,this paper combines the characteristics of modern enterprise development in Suqian City,clarifies the main body of investment and financing,strengthens the market construction of investment and financing platform,strengthens investment and financing platform credit construction,Reduce transaction costs;the introduction of PPP investment and financing model,expand financing channels and other aspects of access to the revelation.Innovation and investment risk,to avoid the risk of debt;to introduce the market competition mechanism to encourage the investment of social investment;to establish a scientific investment;to strengthen the investment and financing;Financing evaluation system,and constantly improve the project investment and financing,project operations,etc.,to broaden the channels of investment and financing to promote the development of Suqian City Su Su Park.
