Research On Perfecting The Payment System Of Rural And Pastoral Areas In Inner Mongolia From The Perspective Of Public Finance

Improving the payment service environment in rural and pastoral areas and building a more comprehensive payment system are important tasks to promote Pratt&Whitney's financial strategy,which plays an important role in regional financial and economic development.In recent years,Inner Mongolia Autonomous Region obtain a more obvious effect in the construction and the input and output improvement of the local rural and pastoral payment system,Non-cash payment and settlement instruments in bank cards,online banking,mobile payment,telephone banking from the use of frequency and transaction amount of the statistical results show a great upgrade,modern payment system has been gradually extended,which has already covered the banking financial institutions in townships or villages.The financial service level in the rural and pastoral areas has been obviously improved,and the financial services have made great progress in the real economy.Due to the special geographic terrain of Inner Mongolia,which shows long distance between the east and west,narrow north-south characteristics.The long-lived farmers and herdsmen in rural and pastoral areas have the characteristics of scattered living.Therefore,The Payment system construction requires a high cost,There are lots of Practical difficulties when we decide to Improve the payment environment from Increasing the amount of infrastructure,upgrade or replace the total investment or introduce the new financial consumer products and etc.Which result in the allocation of financial resources in the urban and rural areas and the agricultural and pastoral areas in the east and west areas is incompatible with the real needs,The new payment and settlement tool has a low utilization rate.However,The Payment system is a public goods and services.It is an urgent problem give the fair chance for"Three agricultural three animal husbandry","small and medium-sized micro-enterprises",the majority of farmers and herdsmen to enyoy the results of modern payment system development.The purpose of this paper is to analyze the current payment system of rural and pastoral areas in Inner Mongolia,Show the problems and analyze,then we give the solutions and suggestions from the perspective of public finance.We can make full use of the payment system in the area of agricultural and pastoral areas,So that it can better serve the broad masses of the people and provide more quality services for regional economic development.
