Study On The Cognitive Lock-in Of Industrial Development

In the long process of development,Resource-based cities gradually formed i n the resources industry as leading industry,a super-heavy economic structure that the proportion of secondary industry is too large as well as the industry pattern that the resources industry is dominant.Resource-based cities too depend on reso urces industry,as natural resources run out,resource-based cities lost investment a ttraction,the new growth point of resource-based cities is difficult to appear,and the economic transformation of resource-based cities is struggling.For resource-b ased cities,in order to achieve sustainable development,they must carry out indus trial transformation.However,the cognitive lock-in of industrial development in re source-based cities makes people in resource-based cities to the resources industr y form a stylized cognition that is difficult to change.The stylized cognition is u nfavorable to realize the industry transformation of resource-based cities,so in or der to realize industry transformation of resource-based cities we must break thro ugh the cognitive lock-in of industrial development.This paper,on the basis of the theory of path dependence in the new institutional economics,studied the formation process and forms of cognitive lock-in of industry development in resource-based cities and the cognitive lock-in effect of industrial development in resource-based cities.In this paper,firstly,I have used the new institutional economics analysis method,on the basis of the theory of path dependence,to study the formation process and forms of cognitive lock-in of industry development in resource-based cities and the cognitive lock-in effect of industrial development in resource-based cities from the perspective of social psychology;secondly,I have used empirical analysis method,through the data and graphs,to illustrate the formation process and forms of cognitive lock-in of industrial development in Shanxi resource-based cities and the cognitive lock-in effect of industrial development in Shanxi resource-based cities;at the end,I have used comparative analysis method to compare the differences and similarities of the Ruhr and Shanxi resource-based cities on the breakthrough of the cognitive lock-in of industrial development,and summarized successful experiences and lessons on breakthrough of the cognitive lock-in of industrial development in the Ruhr,and reference and enlightenment on the Shanxi resource-based cities,and accordingly put forward approaches on the breakthrough ofthe cognitive lock-in of industrial development in resource-based cities.The main conclusion of this paper works as follows.Firstly,due to imperfect market,the policy makers in resource-based cities selectively pay attention to resources industry,the path dependence of industrial development in resource-based cities is formed in the resources industry under the influence of increasing return mechanism,and leads to the formation of the technological lock-in,structural lock-in and functional lock-in of industrial development in resource-based cities,under the influence of the three kinds of lock-in effect,actors in the regional area form regional identity,and then form a stylized understanding,and the cognitive lock-in of industrial development is formed;Secondly,the form of cognitive lock-in of industrial development is the lack of effective institutional supply,the enterprises that are lack of innovation spirit,conservative culture and the outside area of regional cognition in resource-based cities;again,the cognitive lock-in effect of industrial development in resource-based cities is the increasing cost of industrial transformation of resource-based city,the obstruction of the development of emerging industries and the formation of alternative industries and of innovative role in promoting to industrial transformation;Finally,the reason that the policy makers in resource-based cities cause of selective attention in domestic resource-based cities and foreign resource-based cities is different,the reason that the policy makers in domestic resource-based cities cause of selective attention is the influence of planned economy,the reason that the policy makers in foreign resource-based cities cause of selective attention is the impact of monopoly.So in addition to the breakthrough of the cognitive lock-in of industrial development in resource-based cities need to break the regional identity,also need to speed up the construction of marketization.The innovation of the article is that based on the theory of path dependence,from the perspective of social psychology,I have studied the formation process and forms of cognitive lock-in of industry development in resource-based cities and the cognitive lock-in effect of industrial development in resource-based cities.The shortcoming of this article is that I have ignored the strengthening effect of the lock-in to path dependence.Path dependence and cognitive lock-in interact with each other,this paper have studied that path dependence lead to cognitive lock-in.Cognitive lock-in have strengthening effects to path dependence,as well as the interaction between path dependence and cognitive lock-in deserves further study.
