The new round reform of the collective forest right system has established the farmers' dominant position of contract management to the collective forest land.With the further deepening of the reform and the development of economy,the way of resource allocation of farmers has changed,and the possible set of decision-making about households' labor resource allocation is expanding.Different labor resource allocation decisions will cause different income,which is the key factor to determine the income level of farmers.So far since the new round reform of the collective forest right system has operated in 2003,although the relevant reform measures have been introduced,forest farmers' willingness of participating in related forestry production business activities is not high,inputting less labor force.What are the factors influencing the decision-making of households' labor resource allocation in the rural collective forest area? And what are the factors that further affect the different types of households' forestry labor resource allocation behavior?Based on the above background,this paper constructs the family labor force allocation model from the relevant theory,which is on the basis of 720 households' track data from 10 cities of 5 provinces in 8 years of 2003,2007 ~ 2013,using the binary logistic regression model to analyze the influence factors of different households' labor force allocation decision.According to the different labor force allocation decision,the households are divided into two types,and they are the households who mainly and who mainly not manage agriculture,forestry,animal husbandry and fishery for a living respectively.Then this paper uses the fixed effect model with panel data to analyze the influence factors of these two types of households' labor force allocation.The paper draws the following conclusions:(1)The factors of area of cultivated land,the amount of forest land,the area of forest land,the quantity of labor force,and the investment and income of agriculture,forestry,animal husbandry and fishery have a significant impact on the households' labor force decision-making.The more labor the family has,the more abundant the labor resources are.The possibility of farmers continuing to invest the labor force into of migrant workers increases,and the probability is higher of labor-rich families transferring to the non-agricultural sector.(2)To the households who mainly manage agriculture,forestry,animal husbandry and fishery,the most influential variables in the allocation of forestry labor force are family attribute characteristics,followed by supporting policy characteristics and property security features.The proportion of forestry income,forestry production investment,forest land area,forest land amount,commercial forest area and forestry subsidy policy have a significant positive impact on the households' forestry labor force allocation.The education level and the labor quantity of the households have a significant negative impact on the allocation of farm laborers.(3)To the households who do not mainly manage agriculture,forestry,animal husbandry and fishery,the most influential variables in the allocation of forestry labor force are family attribute characteristics,followed by supporting policy characteristics and property security features.The proportion of forestry income,forestry production investment,forest land area,forest land amount,commercial forest area and forestry subsidy policy have a significant positive impact on the households' forestry labor force allocation.The education level of the head of households and the labor quantity have a significant negative impact on the allocation of farm laborers.Based on the above analysis,the paper puts forward the corresponding countermeasures and suggestions,and they are as follows: to establish and standardize the land use rights transfer mechanism,to reform the urban and rural dual household registration systemto speed up the integration of urban and rural development,vand to improve the forestry-related supporting policies perfecting the rural social service system.
