Study On Exploitation And Utilization Of Aged Labor Resource In Rural Area

To develop and use the older labor force efficiently is an important way to improve theagricultural productivity, simultaneously，a necessary requirement of sustainable economic andsocial development。Under the background of new rural construction and new style of modernurbanization with the rapid development of technology, a huge number of young labor force hasout migrated and the percent of older labor force has become higher and higher. The developmentof older labor force is helpful for our country to reduce pressure of old age pensions in rural area,to the development of social economy, and to enhance the physical and mental health of the elder.The population of Chihu couty is about62000, of those above60years old is about8000,which accounts for12.9percent of the total population and aging population is quite serious. Thepaper took Chihu as a study sample. According to the175questionaries from farmers, the ruralolder labor developing situation and characteristics were studied. Through the characteristics andthe development of older labor force, family characters and social pensions situation and logisticcurve, the impact of Chihu farmers’ will to join the agricultural labor was analysised. The resultshowed that the rural elderly labor resources development abundance,lack of human capitalinvestment and the overall quality is low in chihu couty, main factors affecting the participation ofelder farmers are age, education background，job specification, physical condition，living supports,average land area，annual household income and so on. Aiming at the research result，on the basisof further to elderly farmers labor demand analysis in the chihu couty, significant investment ininfrastructure in rural agriculture in Chihu, comprehensive agriculture information networkservice, Macroscopic Control Policy of Chinese government and significant investment ofeducation to elder farmers were suggested to enhance the will of older labor force and to promotethe sustainable development of Chihu agriculture.
