The Social Insurance Business Extends The Street Town Policy Evaluation Study

Report to the Eighteenth National Congress of the Communist Party of China clearly put forward the goal of ‘ To reach the goal of establishing a socialist administrative system with Chinese characteristics,we should separate government administration from the management of enterprises,state assets,public institutions,and social organizations,and build a well-structured,clean and efficient service-oriented government that has scientifically defined functions and satisfies the people.'And the service capacity building of social insurance agency is an important measure of changing the function of the government.With the continuous deepening of market economic system reform,building a service-oriented government,improving the social public service system has become the focus of the transformation of government functions.At present,the development of social insurance agency among the provinces and cities are not the same.There are many researches on the social insurance coverage,fund management,information management,while the research on the business extension to the construction of service oriented government transformation is less.Especial y the research on the extension of the street to the social insurance agency is few.Shanghai is the first realization of combined five insurances provinces and Vertical management mode.Shanghai's social insurance agency has been in the leading level in China.Since the introduction of "social insurance law",relative to the rapid growth of social security service demand,the supply capacity of social insurance agency service system has been significantly less than the construction of agency service institutions is lagging behind.To provide convenience for enterprises,to make things convenient to the people and to reduce pressure on the county Social Security Agency,Since September 2012,Minhang District Shanghai launch a pilot project that extending the Social insurance business to Town.Successively in three batches of a total of 9 Town as the basic social security service platform,extending the social insurance business,and establish a new city,District,Town three handling network.Through the policy implementation of the results of the research,construct an index system of public policy,in order to make clear the advantages and disadvantages of the policy,and to make suggestions for the future development of this policy.And hope the index system as a reference to this kind of policy implementation effect evaluation index system.
