Survey And Evaluation For Reserve Resources Of Cultivated Land In Dezhou City

China has a vast territory,but the per capita arable land is a serious shortage.At the same time,due to environmental pollution,excessive reclamation and other reasons,the quality of a large number of arable lands are dramatically reduced,seriously affecting the agricultural production and food security in china.At present,the method of increasing cultivated land is mainly to develop cultivated land reserve resources.Therefore,to carry out the survey and evaluation of cultivated land reserve resources,scientific and rational development,and it is also significant to achieve the dynamic balance of arable land.Since the last round of survey and evaluation of arable land reserve resources especially since the two survey,the number and distribution of arable land reserve resources changed greatly,cultivated land resources become increasingly tense.It is necessary to carry out survey and scientific evaluation and analyze the impact on the ecological environment,therefore,put forward reasonable suggestions for the development of land science at all levels reserve resources.This paper took Dezhou city as an example.We collected data through the internal and external surveys.We established the evaluation index system,set up the evaluation standard,and adopted the "limiting factor method”to evaluate the cultivated land reserve in Dezhou city.Then we compared this result with the result of the second land survey and with the first round of survey and evaluation of reserve cultivated land resources in Dezhou City and studied the dynamic change.Finally,we put forward opinions and suggestions on the development and utilization of reserve cultivated land resources.The main conclusions of the study were:(1)The total area of reserve cultivated land resources in Dezhou City was 34841.83 hm~2,including grasslands,inland beaches,saline lands,sandy lands and mining lands,and the areas were 9947.47 hm~2,1848.35 hm~2,15144.50 hm~2,1151.77hm~2,6749.74 hm~2,respectively.(2)The total area of appropriate reserve cultivated land resources in Dezhou City was 21915.07 hm~2,which accounts for 62.90%of the total reserve cultivated land resources.It included appropriate grassland,appropriate inland beaches,appropriate saline lands,appropriate sandy lands and appropriate mining lands.The areas were 7535.40 hm~2,1407.62hm~2,9384.78 hm~2,958.45 hm~2,2628.82 hm~2,respectively.(3)We compared these results with the results of the second land survey and found out that the total area of appropriate reserve cultivated land resources in Dezhou City reduced 4115.97 hm~2.Among all land types,the area of other grassland increased 775.15 hm~2,the area of inland beaches increased 6.06 hm~2,the area of saline lands reduced 2839.89 hm~2,the area of sandy lands reduced 23.69 hm~2 and the area of mining lands reduced 483.30hm~2.(4)We compared these results with the results of the first round of survey and evaluation of reserve cultivated land resources and found out that the total area of appropriate reserve cultivated land resources in Dezhou City reduced 915.69 hm~2.Among them,the area of appropriate other grassland increased 1047.28 hm~2,the area of appropriate inland beaches increased 1127.80 hm~2,the area of appropriate saline lands reduced 183.99 hm~2,the area of appropriate other lands reduced 2906.79 hm~2.(5)According to the natural,economic,social and other factors,I put forward seven proposals about the development and utilization of cultivated land reserve resources in Dezhou City.Firstly,we should firmly establish the concept of sustainable utilization of land resources.Secondly,we should strengthen the planning and management of the development and utilization of cultivated land reserve resources.Thirdly,we should coordinate the relationship between resource development and utilization and ecological environment improvement.Fourth,we should innovate the development investment and operation mechanism of cultivated land reserve resources.Fifth,the development and utilization of cultivated land reserve resources should pay attention to local conditions.Sixth,we should strengthen the sense of crisis and build the early warning mechanism of the development and utilization.Seventh,we should strengthen the scientific and technological support for the development and utilization of cultivated land reserve resources.
