Performance management is currently a number of enterprises have attached great importance to the staff management assessment methods, the state-owned construction enterprises need to establish a has its own characteristics, and can be a good assessment management system for employees, so to establish a performance management system is very effective. The construction of Yunnan is a India Cements Limited responsible for cement production and sales of building materials enterprises, due to the company's existing performance management problems, has had many negative effects, so it is necessary to optimize the original performance management system, enhance enterprise competitiveness, but also related to the experience for other enterprises.The main purpose of this paper is to optimize the construction of the Yunnan India Cements Limited, the original performance management system, mainly uses the literature research method, actual situation investigation and questionnaire survey method, using relevant theory, firstly, the research background, significance, literature review and research methods are elaborated; secondly elaborated and introduced the related research and theoretical basis; then analyzes the current situation of the construction of the Yunnan India Cements Limited's existing performance management system, according to the survey results related to find the original performance management system problems and causes; and then put forward the optimization principle and target system of performance management, implementation of the proposed program to further optimize the performance management system; finally put forward the safeguard strategy. This paper is mainly aimed at the construction of the Yunnan India Cements Limited each department designed the key performance indicators, and then the staff level of the examination at the time will be monthly performance appraisal into the establishment of relevant evaluation team, the implementation of long-term and short-term incentive, incentive methods of material and spirit, the construction of the Yunnan India Cements Limited's performance management system optimization further.
