With the deepening of economic globalization, private enterprises of China increasingly attach importance to introducing performance management as an advanced method in a bid to stimulate working motivation, improve organizational and individual performance, and thus to improve productivity, strengthen core competitiveness and achieve sustainable development. Therefore, research on the design and application of the enterprise’s performance management system plays a key part in the human resource management and the development of enterprise beyond.This paper targets at the optimization design of performance management system for the staff in the production department of MEGCIN and mainly resort to the research method of investigation, job interview, literature research, induction and deduction,case analysisand so on. Through an overall analysis of the organizational structure of the enterprise’s staff and the status of human resources, the paper is to find out the causes and give corresponding countermeasures for the problems in the implementation of performance management such as undefined position responsibility, unscientific and imperfect performance assessment index, improper performance evaluation method, insufficient motivation and the like.Therefore, this paper adopts the theories of performance management and performance assessment and optimize the four circulation processes of staff performance management, namely, performance plan, performance coaching, performance assessment, performance feedback and application. Ultimately, this paper puts forward a scientific, complete performance management system plan which caters to its development features and needs and present a series of supporting measures and suggestions for the implementation of the plan so as to improve the overall performance management level of the production department of MEGCIN, standardize the internal management, improve employee satisfaction and promote the sustainable development of the enterprise.
