Regions in our country since the reform and opening up in the city or in the countryside,fully obtained the rapid development of economy and society,but in the region between the natural resources,natural environment,climate and other natural endowment differences and development fund,the use of social resources,including human capital,regional development policy ability differences exist,increased the area between the gap of economic and social development,especially known as "urban and rural areas" between urban and rural economic development degree and level of gap is increasingly expanding.From the perspective of the theory of regional economic development of our country's economic development is still unbalanced development.But our country is an agricultural country,rural population scale of the current,the expansion of economic gap between urban and rural areas and unbalanced development status will affect the overall situation of building a harmonious society,and even affect the stability of the economic and social development and national security.Therefore,research on the rural regional economy rapid development driving force and driving mechanism is very necessary to change the condition of rural development.Human capital is the first productive force of economic and social development,also is the main driving force in the process of rural economic development.Rural economic development requires a lot of human capital and human capital of culture in our country,especially college students to work in rural grassroots rarely,its reason is to get students to work in rural people by using short board or imperfect mechanism.Since the development of our country's human capital increasing investment,universities expand enrollment scale,strengthening professional knowledge education and talent cultivation.According to statistics,every year 6.8 million technical secondary school graduates,college graduates 7.4 million people,nearly 500000 people returned people from abroad,combined with a master's and doctoral graduates,new talent resources roughly 15 million people a year,and in the whole society jobs to no more than 10.7 million people a year.Personnel training scale is big,but because of the use of human resources mechanism of short board or imperfect,lead to human resources flow to the rural-into the construction of grass-roots rarely.This kind of talent resources using mechanism imperfect attract rural lack of human resources,and the slow development of rural economy and society,and more and more big gap between the city's.Our country college student village official policy since 2008,is to motivate students backflow rural,increase effective policy system of rural human capital.According to figures released by the university student village official website,by the end of 2014,the national total of 180960 college student village official,a doctoral candidate in 21 people;Master graduate student 8285 people,accounting for 4.8% of the total;Undergraduate student 134778 people,74.5% of the total;Students 37876 people,20.9% of the total.Grassroots rural office to the university student village official has made a lot of positive results,after such as promote the development of rural market economy,promoting the new round rural reform,promoting rural social management innovation and improving the structure of the rural cadres,etc.,but the current university student village official policy also appeared in the process of pushing a lot and the urgent need to solve the problems cannot be ignored,such as the university student village official identity positioning is not clear,supervision and assessment system of college student village official chaos,career stability is not strong,erosion,etc.College student village official professional choice is the key to solve these problems."Professionalization" means the introduction of market mechanism,on the basis of the contract,the university student village official recruitment,compensation,incentive mechanism and its performance,power and responsibility is clear,has according to rewards and punishments.College student village official for the college students to own a professional engaged in the work as a long-term and stable business,will be fully into work,rather than the "springboard" university student village official as a future career.College student village official professionalization is conducive to stability of college student village official work team,to ensure the survival and development of college student village official team,at the same time increased the stability of the rural human capital,which lead to the development of the rural regional economy.
