| In recent years, the concept of global urbanization has come into the public view, and in some cities, it officially has entered in the public policy agendas of the government. As for the global urbanization, Dalian is in the forefront comparing with the other countries, and from the end of the 11th Five-Year Plan period, the theoretical study on the global urbanization has began, and to the 12th Five-Year Plan period, it becomes the content of the Dalian government. The global urbanization process is not attributed to the natural process, nor is entirely through the market economy access, but a process involving in the role of government and the needed responsibility of the government-in-lead.The main content of this thesis is the global urbanization, focusing on the responsibility of the government. The aim of the study is to converse the global urbanization from the passive pace to the active pace, and to allocate the many a aspect to balance together, so as to smoothen the way for global urbanization.The thesis is divided into four parts. The first part is an introduction, describing the background and significance of the global urbanization, the main content and research methods, the main innovative points and the flaws and difficulties of the study; the second part is about the related concepts and theories of the global urbanization, meanwhile providing a preparatory work for the following article; the third part is about the status quo of global urbanization in Dalian,the main problems of the global urbanization in Dalian, and the causes of the these problems; the fourth part is the keynote part in this thesis. It is a systematical elaboration of the polices in the area of global urbanization for Dalian government, and put forwards a multi-various aspects of argumentation on the governmental responsibilities in the global process of urbanization in Dalian; the last part of this thesis is a conclusion of the study. |
