Evaluation Of Regional Characteristic Advantage Industry From Eco-economic Perspective

The economic and social development in West Hunan is relatively slow, and this region has been a key poverty-stricken area receiving support from Hunan province. Zhangjiajie's characteristic advantage industry currently was faced with a challenge as to how to choose and cultivate a characteristic advantage industry more accurately while satisfying the requirements for sustainable development of society, economy and ecology.Taking Zhangjiajie's characteristic advantage industry as the research object, this paper, on the basis of sufficient information acquired, used the basic theoretical knowledge of ecological economics and relevant research methods to find out the present problems existing in development of Zhangjiajie's characteristic advantage industry, which through establishes a characteristic advantage industry evaluation system and empirical analysis based on definition of the concept of characteristic advantage industry from eco-economic perspective; it has also offered some suggestions on cultivation and development of Zhangjiajie's characteristic advantage industry in a targeted manner. Main findings of this research are as follows:1. Definition of characteristic advantage industry:A characteristic advantage industry is an industry or production sector that has factor endowment and comparative advantage, possesses market competitiveness and viability, maintain dynamic balance of the industry according to changes in external market and policy, and will promote harmonious development of local economy, society and ecology in its own sustainable development.2. Establishment of a characteristic advantage industry evaluation system:According to the external economic conditions and environmental restriction factors for industry development, based on the objective of promoting harmonious development of local economy, society and ecology, a characteristic advantage industry evaluation system has been established from evaluation paradigm, method and indicator selection. Specific indicators:(1) economic efficiency indicators of market possession rate, sales profit rate, profit rate; (2) economic development indicators:income elasticity of demand, employment contribution rate; (3) ecological sustainable development indicators:per unit GDP energy consumption and wastewater discharge rate.3. Empirical analysis of characteristic advantage industry:In Zhangjiajie's tertiary-industry structure, he largest proportion of the third industry. The tourism is the most advantageous industry, the average contribution rate of tourism to the third industry revenue reached 87.57% in 2013, up to 93.41%.Followed by forestry and plantation in the primary industry, the location quotient of them are 3.06 and 1.16. The secondary industry does not have remarkable characteristic advantages on the whole. As far as the secondary industry is involved, the following industries have relative characteristic advantages:non-metallic mineral products, electricity and heat production and supply, agricultural and sideline food products processing, non-metallic mineral mining, ferrous metal ore mining, non-ferrous metal smelting and rolling, alcoholic beverage and refined tea manufacturing, pharmaceutical manufacturing, food manufacturing, leather, fur and feather and their products, shoemaking, etc.. In the second industry, the top ten scores were 0.6083,0.5669, 0.4676,0.4567,0.4062,0.3941,0.3837,0.3642,0.3495,0.3356.4. Problems existing in development of Zhangjiajie's characteristic advantage industry and their countermeasures:For problems existing in development of Zhangjiajie's characteristic advantage industry, such as small industry scale, low economic efficiency, lack of core technologies, enterprise management and other resources, slow development of high-tech industry, and weak overall strength of the industry, it is suggested that its characteristic advantage industry should be cultivated and expanded with focus on three aspects, including differentiated layout of regional characteristic advantage industry, improvement of the accuracy of support measures, and enhancement of government security services.
